The World Bank Group's World Development Report 2026, subtitled 'The Promise of Artificial Intelligence', was launched in India on 8 October 2026 by Ashwini Vaishnaw, Union Minister for Electronics and Information Technology, Railways, and Information and Broadcasting. The event was held at The Oberoi in New Delhi and was organised by the IndiaAI Mission under the Ministry of Electronics and Information Technology (MeitY) together with the World Bank Group.
What the report argues
The report studies what artificial intelligence means for developing economies and offers them a three-step path: adopt, adapt and then advance. Its advice to such countries is summed up in three words, be optimistic, be strategic and be pragmatic. Rather than spending billions on building advanced systems from the ground up, poorer countries are told to take existing tools and fit them to local conditions, and to make cost-conscious choices in their triple role as enabler, user and regulator of the technology. Addressing the gathering, the minister said AI is already changing ordinary lives. In Baramati, sugarcane yields rose 40 per cent while water and fertiliser use fell 30 per cent, achieved by farmers who had never touched a computer and worked instead through voice on a phone, drawing on satellite, Internet of Things and weather data. Tuberculosis detection, he said, has risen 35 per cent. In Gujarat, AgriStack is used by 5 lakh farmers, and an animal health service called Sarlaben reaches 3 crore cattle and their owners.
India's AI architecture
The IndiaAI Mission is being built on seven pillars: compute capacity, an innovation centre for indigenous foundation models, the AIKosh datasets platform, application development, FutureSkills, startup financing, and Safe and Trusted AI. Under the last pillar the government is backing homegrown tools for bias mitigation, algorithm auditing, explainable AI, privacy-preserving AI and deepfake detection. MeitY Secretary S. Krishnan said the report's regulatory advice, to lean on existing law and voluntary compliance and revisit rules as the technology moves, matches India's own approach, and he announced that work is under way on an AI Talent Mission.
