The phone as a tool of governance
Over the last 10-12 years, Modi said, the handset has turned into an instrument of good governance and sits at the centre of the Digital India vision. Hundreds of government services are now available on a phone and assistance lands straight in a beneficiary's account. He put the money routed this way at over 50 lakh crore rupees, with roughly 5 lakh crore rupees of leakage shut off, and said the PM Kisan Samman Nidhi alone has placed over 4 lakh crore rupees with small farmers. On the Diksha platform, he added, 5 billion learning sessions and 60 billion learning minutes were clocked up to July 2022, and the aim now is to bring about 25 crore students into digital and online learning.

More than 50 crore people, most of them young and many in Tier-2 and Tier-3 cities, are now part of the gaming ecosystem, which the Prime Minister described as proof that the handset is both a console and a studio. He called the security of phones and networks a shared priority, flagged deepfakes as a fast-growing danger and asked the GSMA to help build a global framework so that fraud is caught before it reaches a user. He said India has moved from consumer to creator and is now working towards products, design, technology and intellectual property that are all its own, pointing to the Telecommunications Act, the GatiShakti portal and semiconductor commercial production that has already begun at five locations.
