Special Campaign 6: Textiles, Jal Shakti Report Progress

Why in News

On 23 October 2026 the Ministry of Textiles and the Ministry of Jal Shakti reported the progress of their organisations under Special Campaign 6, the drive on pending matters and office cleanliness that runs from 2 to 31 October 2026 under DARPG.

Central ministries are in the middle of Special Campaign 6, the government's drive to clear pending files and tidy up official premises. The campaign runs from 2 to 31 October 2026 under the Department of Administrative Reforms and Public Grievances (DARPG), which sets the targets and collects the results. On 23 October 2026 two departments placed their progress on record: the Ministry of Textiles for the Cotton Corporation of India (CCI), and the Department of Water Resources, River Development and Ganga Rejuvenation under the Ministry of Jal Shakti.

What the campaign is for

The drive has two declared purposes: to speed up the disposal of matters that are still pending, and to improve cleanliness in government offices. Targets are fixed activity by activity, from cabinet notes and references from the Prime Minister's Office to public grievances, physical files, electronic files, Parliament assurances and the disposal of electronic waste. Photographs of each site before and after cleaning are uploaded to the DARPG portal every day.

Cotton Corporation of India

The Corporation held activities on fixed dates at its head office and branches: an intensive cleaning of the premises, a Swachhata selfie booth, a seminar on clean spaces and a greener tomorrow, awareness drives on better use of space and on record rooms and storage racks, and the cleaning of water tanks between the middle and the end of the third week.

ParameterTarget
Scrap items to be disposed of156 items, exceeded by the Corporation
Revenue from scrap disposalTarget Rs 82,469, exceeded
Office space released200 sq ft against a target of 229 sq ft
E-waste at the Guntur branch511 items listed for e-auction on GeM

Department of Water Resources

Archana Varma, Secretary of the Department of Water Resources, River Development and Ganga Rejuvenation, reviewed the campaign with the heads of the department's organisations on 19 October 2026 and asked for the remaining pending matters to be closed before the target date. The department reported revenue of Rs 13,13,748 from the sale of scrap, 1,456 physical files weeded out, 835 electronic files closed and 901 sq ft of space freed. It also recorded progress against each listed parameter, the highest achievement being on cabinet notes and on the simplification of rules and processes, and the lowest on the review of electronic files and the disposal of electronic waste.

Why it matters for exams

Special Campaign 6 is the latest round of an annual exercise that the government runs through October across ministries, with DARPG as the nodal department. For an aspirant the facts worth holding on to are the nodal department, the dates of the drive, the two purposes behind it, and the way results are measured: files weeded out, grievances disposed of, space released and revenue earned from scrap.
