Why in News

On 25 October 2026 the Ministry of Coal said NLC India had gone past its Special Campaign 6 targets and earned more than 3.12 crore rupees from disposing of scrap, while the Ministry of New and Renewable Energy put its own progress in the same campaign at 60 to 70 per cent.

Special Campaign 6, the nationwide drive for cleanliness and the clearing of pendency that the Department of Administrative Reforms and Public Grievances (DARPG) runs across every Union ministry and public sector undertaking, is in its implementation phase from 2 to 31 October 2026. Its stated focus this year is the effective collection, segregation and eco-friendly disposal of institutional e-waste, taken up in keeping with the E-Waste Management Rules, 2022. Before that came a preparatory phase from 15 to 30 September 2026, in which each office, regional unit and joint venture mapped the targets it would be judged against.

How NLC India fared

NLC India Limited (NLCIL), a public sector undertaking of the Ministry of Coal, has gone past its targets on every head measured, with the position taken as on 23 October 2026.

Files, grievances and e-waste

On records, the company went through 1,378 physical files and 320 electronic files, weeded out 506 physical files and 122 electronic ones, marked three processes for simplification and set off 26 fresh initiatives. Pending public grievances were brought down to nil. The drive was carried to the public through 352 posts on social media, 8 videos and 6 press clippings. Under the e-waste part of the campaign, held at NLCIL in the first week of October, 2,042 items were cleared in three heads: 1,491 pieces of information technology and telecommunication equipment, 351 laboratory instruments, and 200 consumer electrical and electronic goods along with photovoltaic panels.

The renewable energy ministry in the same drive

The Ministry of New and Renewable Energy (MNRE) put its own progress at roughly 60 to 70 per cent of the targets it had identified. Taking part with it are two central public sector undertakings, the Indian Renewable Energy Development Agency (IREDA) and the Solar Energy Corporation of India (SECI), and three autonomous institutes, the National Institute of Solar Energy (NISE), the National Institute of Wind Energy (NIWE) and the Sardar Swaran Singh National Institute of Bio-Energy (SSS-NIBE). Their work has covered the cleaning of offices, corridors and canteens, a review and weeding of physical records, the removal of redundant material, and the identification and disposal of e-waste under the applicable rules. The ministry has said it means to meet the identified targets by the closing day of the month.

Why the campaign is run

DARPG began the series of special campaigns to make cleanliness a settled habit in government offices and to cut the stock of pending matters. The heads on which a participating office is judged are space management, scrap disposal, record management, best practices, improvement of workplace premises, environment-friendly working and citizen-centric steps, with the sale of scrap turning waste into wealth. For an aspirant the campaign is worth knowing as the standard yardstick by which ministries now report their housekeeping, and because the e-waste theme ties it to the rules of 2022.
