From consultation to framework
Over the past year the Commission has run Regional Task Force meetings, held Sadhana Saptah from 2 to 8 April 2026, and convened a National Departmental Summit on institutionalising capacity building in May 2026. Those talks pointed to the need for a single framework to guide training institutes as they grow from stand-alone trainers into competency-driven bodies. The workshops are feeding into a Training Institute Transformation Framework, with attention to institutional governance, faculty skills, operational effectiveness and the use of new technology including artificial intelligence. The aim is to shift training from what institutes can supply to what roles and competencies actually demand.
The UNNATI portal
Delivery of the change rests on the Unified New-Age National Training Initiative (UNNATI) portal, launched during Sadhana Saptah 2026. It links over 700 Training Institutes on one digital platform so that demand for capacity building meets institutional supply, letting institutes respond to needs thrown up by Capacity Building Plans and share resources with one another. The whole exercise is tied to readying the civil service for Viksit Bharat 2047.
