Why in News

On 9 October 2026 Prime Minister Narendra Modi chaired the valedictory session of the two-day National Departmental Summit on Women and Child Development at Sushma Swaraj Bhawan in New Delhi, calling for Anganwadi Centres to become centres of community participation.

Prime Minister Narendra Modi presided over the closing session of a two-day national gathering on women and child development held at Sushma Swaraj Bhawan in New Delhi. Ministers and senior officers drawn from the states and the union territories took part. The sittings ranged over nutrition, care in the earliest years of childhood, the protection of children, the safety and empowerment of women, and tighter coordination so that welfare services actually reach the households they are meant for.

One of a series of departmental summits

The meeting belongs to a run of departmental summits that the Prime Minister had conceived, in which the Centre and the states sit down together over a single subject. He praised how closely the participants had argued the issues through, and said work of this kind goes best when the Centre and the states decide jointly rather than separately. He proposed that the states carry the format downward by holding Chintan Shivirs of their own at the district level and at the Nagar Palika and Mahanagar Palika levels. Separate Chintan Shivirs, he added, should be arranged for Anganwadi workers, so that they can trade field experience, fresh ideas and practical remedies among themselves.

Anganwadi centres as community hubs

Pressing the idea of Jan Bhagidari, the Prime Minister said an Anganwadi centre ought not to stand apart from the neighbourhood around it but should grow into a place of community participation. Families living nearby could be encouraged, on special occasions, to bring nutritious food, toys and useful local articles for the children. He urged universities and other teaching institutions to tie themselves far more closely to these centres: a university could adopt the Anganwadi centres near its campus and run social-impact studies on them, giving students a way to contribute while producing findings that sharpen service delivery. Medical students, and volunteers of the National Service Scheme and the National Cadet Corps, could be attached to the centres and to community work in much the same way.

Safety of women, cleanliness and local products

Turning to the safety of women, the Prime Minister suggested that age-appropriate teaching modules be built for children on safety, dignity and empowerment, and he stressed prevention through departments pulling in step with one another. He asked women and child development departments across the country to take active ownership of the Swachhata Abhiyan, noting that sound health and good nutrition begin with cleanliness, and that Anganwadi centres and the communities around them can serve as platforms for that change in habit. He also held that national movements such as Vocal for Local and One District One Product (ODOP) should be harnessed for women's empowerment, with women's collectives and community institutions becoming partners in strengthening local products, livelihoods and economic standing. Closer attention to the health, nutrition and all-round growth of adolescent girls was another of his asks. The children being raised in Anganwadi centres today, he said, are the citizens who will build a developed India.

Practice Questions

Q1.Summits & ConferencesEasy

At which venue was the two-day National Departmental Summit on Women and Child Development held?

  1. A.Vigyan Bhawan
  2. B.Sushma Swaraj Bhawan
  3. C.Bharat Mandapam
  4. D.Rashtrapati Bhavan
Show answer
Correct answer: B. Sushma Swaraj Bhawan

Explanation

The correct answer is Sushma Swaraj Bhawan. The two-day National Departmental Summit on Women and Child Development was held at Sushma Swaraj Bhawan in New Delhi, and the Prime Minister chaired its valedictory session there. Ministers and senior officials from the states and the union territories attended, and the discussions covered nutrition, care in early childhood, the protection of children, the safety and empowerment of women, and stronger convergence in delivering services. Option A, Vigyan Bhawan, is another conference venue in the capital but was not where this summit met. Option C, Bharat Mandapam, hosts large national and international events but was not the venue for this departmental summit either. Option D, Rashtrapati Bhavan, is the official residence of the President of India and is not used for such departmental deliberations. Only Sushma Swaraj Bhawan matches the venue of this summit.

Q2.Summits & ConferencesMedium

The Prime Minister suggested that states take the summit model forward by organising Chintan Shivirs at which levels?

  1. A.Only at the state capital level
  2. B.At the district level and at Nagar Palika and Mahanagar Palika levels
  3. C.Only at the national level, once a year
  4. D.Only in the offices of district collectors
Show answer
Correct answer: B. At the district level and at Nagar Palika and Mahanagar Palika levels

Explanation

The correct answer is at the district level and at Nagar Palika and Mahanagar Palika levels. Speaking at the valedictory session, the Prime Minister said states could carry the summit model further by holding similar Chintan Shivirs at the district level as well as at the Nagar Palika and Mahanagar Palika levels, so that collaborative decision-making reaches well below the state secretariat. He additionally proposed dedicated Chintan Shivirs for Anganwadi workers, enabling them to exchange experiences, innovations and practical solutions drawn from the field. Option A is wrong because the suggestion was explicitly about taking the exercise downward, not confining it to the state capital. Option C is wrong because an annual national event is the opposite of the decentralised shivirs proposed. Option D is wrong because the shivirs were framed as district and urban-local-body level gatherings, not meetings restricted to collectors’ offices.

Q3.Summits & ConferencesMedium

Which two national movements did the Prime Minister say should be promoted for women’s empowerment?

  1. A.Make in India and Startup India
  2. B.Vocal for Local and One District One Product
  3. C.Digital India and Skill India
  4. D.Beti Bachao Beti Padhao and Poshan Abhiyaan
Show answer
Correct answer: B. Vocal for Local and One District One Product

Explanation

The correct answer is Vocal for Local and One District One Product. At the valedictory session the Prime Minister observed that national movements such as Vocal for Local and One District One Product, known by the short form ODOP, should be promoted for the empowerment of women. He added that women’s collectives and community institutions could become important partners in strengthening local products, livelihoods and economic empowerment. Option A names two well-known manufacturing and enterprise initiatives, but they were not the pair linked to women’s empowerment in this address. Option C names initiatives associated with technology access and training, which were likewise not the two movements mentioned here. Option D names programmes connected with the girl child and with nutrition, and although nutrition and adolescent girls did figure in the discussion, they were not put forward as the movements for economic empowerment. Hence option B alone is correct.

Q4.Summits & ConferencesEasy

Stressing Jan Bhagidari, the Prime Minister said an Anganwadi Centre should become which of the following?

  1. A.An isolated institution run only by its workers
  2. B.A centre of community participation
  3. C.A full-fledged primary school
  4. D.A district administrative office
Show answer
Correct answer: B. A centre of community participation

Explanation

The correct answer is a centre of community participation. Emphasising Jan Bhagidari, the Prime Minister said an Anganwadi Centre should not function as an isolated institution but should instead become a centre of community participation. He suggested that families living around such a centre be encouraged, on special occasions, to contribute nutritious food, toys and locally relevant items for the children, and he urged universities, medical students and volunteers of the National Service Scheme and the National Cadet Corps to associate themselves with these centres. Option A is precisely the situation he warned against. Option C is wrong because the Anganwadi Centre was discussed in terms of nutrition, early childhood care and community engagement rather than conversion into a primary school. Option D is wrong because nothing in the discussion proposed turning these centres into administrative offices; their role is service delivery to children and women.
