PM-SETU: Rs 440 Crore Cleared for Nine Government ITIs

Why in News

On 12 October 2026 the Ministry of Skill Development and Entrepreneurship announced that shareholders' agreements had been signed under PM-SETU with AM/NS India for the Surat and Visakhapatnam ITI clusters, carrying an approved investment of about 440 crore rupees.

Shareholders' agreements have been signed under the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme to upgrade nine Government Industrial Training Institutes in Gujarat and Andhra Pradesh, the Ministry of Skill Development and Entrepreneurship announced on 12 October 2026. The industry partner is ArcelorMittal Nippon Steel India (AM/NS India).

Who signed, and for what

The agreements bind the Directorate General of Training (DGT) under the skill development ministry, the Governments of Gujarat and Andhra Pradesh, and AM/NS India. They clear the way for approved Strategic Investment Plans in two clusters: five Government ITIs in Surat and four Government ITIs in Visakhapatnam. Special Purpose Vehicles will now be set up to run the upgradation and day-to-day operations of each cluster. In these vehicles AM/NS India will hold a 51 per cent stake, while the Union Government and the respective state government will each hold 24.5 per cent equity.

The money

ClusterITIsApproved investment
Surat, Gujarat5240 crore rupees
Visakhapatnam, Andhra Pradesh4200 crore rupees
Total9About 440 crore rupees

This is among the largest industry commitments cleared under PM-SETU so far, out of a total approved 3,446 crore rupees of proposed investment across the first 14 Strategic Investment Plans under the scheme.

What the ITIs will get

  • Workshops, laboratories and training infrastructure brought up to date.
  • New trades and technologies that industry is actually hiring for.
  • Existing curricula revised against emerging industry requirements.
  • Stronger instructor training and capacity building.
  • More hands-on, practical learning for trainees.

AM/NS India will work with the New Age Makers' Institute of Technology (NAMTECH) as its academic and technical partner. The company brings manufacturing experience, while NAMTECH is to handle curriculum work, reforms in how training is delivered, faculty development and academic innovation. Together these steps are expected to lift training quality, employability and industry readiness among ITI graduates.

The scheme itself

PM-SETU carries a total outlay of 60,000 crore rupees and aims to remake vocational education through industry partnership and institutional reform. It plans to upgrade 1,000 Government ITIs across the country and strengthen five National Skill Training Institutes. Skill Development Secretary Debashree Mukherjee said the signing is a starting point rather than a finish line, and pointed to India's recent place among the top 10 performers at the WorldSkills competition in Shanghai as the standard PM-SETU institutions should aim at.

Practice Questions

Q1.Government SchemesMedium

What is the total outlay of the PM-SETU scheme?

  1. A.440 crore rupees
  2. B.3,446 crore rupees
  3. C.60,000 crore rupees
  4. D.1,000 crore rupees
Show answer
Correct answer: C. 60,000 crore rupees

Explanation

The correct answer is 60,000 crore rupees. PM-SETU, which stands for Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs, is a flagship scheme with that total outlay, and it seeks to change vocational education through deep industry participation and institutional reform. Option A, 440 crore rupees, is only the approved investment for the Surat and Visakhapatnam clusters taken together. Option B, 3,446 crore rupees, is the total approved proposed investment across the first 14 Strategic Investment Plans cleared under the scheme, so it is a subset and not the outlay. Option D confuses the money with the target, since 1,000 is the number of Government ITIs the scheme plans to upgrade, alongside strengthening five National Skill Training Institutes.

Q2.Government SchemesMedium

In the Special Purpose Vehicles for the Surat and Visakhapatnam ITI clusters, what stake will AM/NS India hold?

  1. A.24.5 per cent
  2. B.49 per cent
  3. C.51 per cent
  4. D.74 per cent
Show answer
Correct answer: C. 51 per cent

Explanation

The correct answer is 51 per cent. Dedicated Special Purpose Vehicles are being set up to manage the upgradation and operations of the two ITI clusters, and in them the industry partner AM/NS India holds a majority stake of 51 per cent. Option A, 24.5 per cent, is the equity that the Government of India holds, and the same share is held by the respective state government, so together the two governments account for 49 per cent. Option B is therefore the combined government share rather than the company's. Option D is not part of this structure at all. The majority stake is what gives the arrangement its industry-led character, with the company bringing manufacturing expertise while NAMTECH supports curriculum and faculty work.

Q3.Government SchemesEasy

How many Government ITIs are covered by the two clusters for which shareholders' agreements were signed under PM-SETU?

  1. A.Five
  2. B.Seven
  3. C.Nine
  4. D.Fourteen
Show answer
Correct answer: C. Nine

Explanation

The correct answer is nine. The partnership covers a cluster of five Government ITIs in Surat in Gujarat and a cluster of four Government ITIs in Visakhapatnam in Andhra Pradesh, which adds up to nine institutes in two states. Option A, five, is only the Surat cluster, so it leaves out Andhra Pradesh altogether. Option B does not match either cluster or their sum. Option D, fourteen, is drawn from a different count in the announcement, namely the first 14 Strategic Investment Plans approved under the scheme, which together carry a proposed investment of 3,446 crore rupees. The approved investment for these nine institutes is about 440 crore rupees, split as 240 crore rupees for Surat and 200 crore rupees for Visakhapatnam.
