Why in News

On 13 October 2026 Union Minister Jyotiraditya M. Scindia inaugurated the North East Bankers' Conclave 3.0 at Mizoram University in Aizawl, calling for a greater flow of credit to the eight northeastern states and a Northeast-specific credit-risk framework.

Union Minister for Development of North Eastern Region and Communications Jyotiraditya M. Scindia inaugurated the North East Bankers' Conclave 3.0 at Mizoram University in Aizawl. The conclave was built around widening banking access, strengthening financial inclusion and quickening economic growth across the region. Mizoram Chief Minister Lalduhoma, State Minister Prof. Lalnilawma, MDoNER Secretary Srinivas Katikithala, Chief Secretary Khilli Ram Meena and NEC Secretary Satinder Kumar Bhalla attended. Representatives of the RBI, State Bank of India, Punjab National Bank, Central Bank of India, UCO Bank, Bank of Baroda, Indian Overseas Bank, Indian Bank, India Post Payments Bank, Canara Bank, Punjab and Sind Bank and IDBI Bank took part, along with NABARD, SIDBI, NEDFi, NERAMAC and NECBDC.

Credit for development

The minister called the Northeast one of the most promising banking markets in India and in the world, pointing to an annual economic growth rate of 9 to 11 per cent. His central complaint was about credit: for every 100 rupees deposited in banks across the region, only 47 rupees is lent out. He asked banks to widen credit for entrepreneurs, farmers, women and micro, small and medium enterprises, and said the Credit-Deposit ratio should stand for 'Credit for Development' in the region. He also sought a Northeast-specific credit-risk framework, noting that community-based landownership makes flexible collateral rules necessary.

Of about 9,000 villages marked for better banking and postal coverage, 6,905 have been covered, and 2,500 more India Post Payments Bank access points are planned. The population floor for opening a physical branch has been brought down from 3,000 to 2,000. Against the targets set at the first conclave, roughly 73 per cent progress has been made over five years. Digital use is heavy: UPI makes up 90.2 per cent of all transactions in the region that do not go through a branch.

Investment and the region's profile

About 40,000 crore rupees of investment has been grounded across the eight northeastern states since the Rising North East Investors Summit of May 2025. The airport network has grown from 9 to 17. The Bairabi railway line in Mizoram has carried close to 15 lakh passengers over 1,100 trips. The region draws more than one lakh crore rupees a year through the 10 per cent share of Gross Budgetary Support that MDoNER monitors, besides about 6 lakh crore rupees in fiscal devolution. With a population of about 5 crore, average literacy across the eight states is 93 per cent, and Mizoram has reached full literacy. Mr Scindia set out four priorities for the Department of Financial Services, including a plan for 70 bank branches, Business Correspondents and India Post Payments Bank points.

Practice Questions

Q1.Banking & FinanceEasy

The North East Bankers' Conclave 3.0 was inaugurated at which venue?

  1. A.Mizoram University, Aizawl
  2. B.Assam Administrative Staff College, Guwahati
  3. C.North Eastern Hill University, Shillong
  4. D.Rajiv Gandhi University, Itanagar
Show answer
Correct answer: A. Mizoram University, Aizawl

Explanation

The correct answer is Mizoram University, Aizawl. Union Minister for Development of North Eastern Region and Communications Jyotiraditya M. Scindia inaugurated the conclave there, with Mizoram Chief Minister Lalduhoma, State Minister Prof. Lalnilawma, MDoNER Secretary Srinivas Katikithala and NEC Secretary Satinder Kumar Bhalla present. Options B, C and D name real institutions in the Northeast, and Guwahati, Shillong and Itanagar are the kind of regional capitals where such a bankers' meeting could plausibly be held, but none of them hosted this edition. The simplest way to fix the fact is to tie the host state to the figures announced there: Mizoram, where the Bairabi railway line has carried about 15 lakh passengers over 1,100 trips and where literacy has reached its full extent, against an average of 93 per cent for the eight states together. The conclave focused on widening banking access and financial inclusion.

Q2.Banking & FinanceMedium

According to the conclave, how much credit is extended for every 100 rupees deposited in banks in the Northeast?

  1. A.27 rupees
  2. B.37 rupees
  3. C.47 rupees
  4. D.57 rupees
Show answer
Correct answer: C. 47 rupees

Explanation

The correct answer is 47 rupees. Mr Scindia used this figure to argue that financial inclusion in the region has not yet turned into economic inclusion: deposits are being collected, but lending lags behind. He asked banks to fix state-wise Credit-Deposit ratio targets, to widen credit for entrepreneurs, farmers, women and micro, small and medium enterprises, and to treat the ratio as standing for credit for development. He also pressed for a Northeast-specific credit-risk framework, since community-based landownership in the region calls for flexible rules on collateral. Options A, B and D, namely 27, 37 and 57 rupees, are near neighbours of the real number and are exactly the sort of figure a candidate may half-remember. Keep it anchored with the growth rate quoted alongside it, which is 9 to 11 per cent a year.

Q3.Banking & FinanceMedium

The minimum population required to open a physical bank branch in the Northeast has been reduced to which level?

  1. A.From 5,000 to 3,000
  2. B.From 3,000 to 2,000
  3. C.From 2,000 to 1,000
  4. D.From 4,000 to 2,500
Show answer
Correct answer: B. From 3,000 to 2,000

Explanation

The correct answer is from 3,000 to 2,000. Lowering the population floor lets banks open branches in smaller habitations, which matters in a region where settlements are scattered across hills. It sits with the other access figures reported at the conclave: 131 new branches and 126 ATMs added, 247 new India Post Payments Bank centres set up, 6,674 branches and 5,823 ATMs now working, banking touchpoints reaching about 99.93 per cent of villages, and 2,500 further India Post Payments Bank access points planned. Of roughly 9,000 villages identified for better banking and postal coverage, 6,905 have been covered. Options A, C and D offer plausible pairs of round numbers but none matches the revised norm. Note also that about 73 per cent progress has been achieved over five years against the targets set at the first conclave.

Q4.Banking & FinanceMedium

How much investment has been grounded across the eight northeastern states after the Rising North East Investors Summit?

  1. A.About 20,000 crore rupees
  2. B.About 30,000 crore rupees
  3. C.About 40,000 crore rupees
  4. D.About 60,000 crore rupees
Show answer
Correct answer: C. About 40,000 crore rupees

Explanation

The correct answer is about 40,000 crore rupees. This investment has been grounded across the eight northeastern states following the Rising North East Investors Summit held in May 2025. Mr Scindia placed it beside other signs of change in the region: an airport network that has grown from 9 to 17, the Bairabi railway line in Mizoram carrying close to 15 lakh passengers over 1,100 trips, more than one lakh crore rupees reaching the region each year through the 10 per cent share of Gross Budgetary Support that MDoNER monitors, and about 6 lakh crore rupees in fiscal devolution to the eight states. Options A, B and D are round figures of the same order and are easy to confuse with the real one. Candidates should remember the summit's name and month together with this number, since questions often pair the two.
