On 1 October 2026 Digital Bharat Nidhi signed an agreement at Sanchar Bhawan, New Delhi with the Government of Maharashtra, MDIL, BSNL and MahaIT for the Amended BharatNet Programme, backed by Rs 10,520 crore of central support.

Digital Bharat Nidhi (DBN), which works under the Department of Telecommunications, signed an agreement at Sanchar Bhawan in New Delhi to carry the Amended BharatNet Programme (ABP) into Maharashtra under the state-led model.

Who signed it

Five parties are on the agreement: Digital Bharat Nidhi of the Department of Telecommunications, the Government of Maharashtra, MahaNet Digital Infrastructure Limited (MDIL), Bharat Sanchar Nigam Limited (BSNL) and Maharashtra Information Technology Corporation Limited (MahaIT). MDIL will execute the project in the state. Shyamal Misra, Administrator of Digital Bharat Nidhi, and Virendra Singh, Secretary of the state’s Department of Electronics, Information Technology and Artificial Intelligence, were among those present, along with Buveneswari S., Managing Director of MahaIT, and Papa Sudhakara Rao, Director (Enterprise Business) of BSNL.

How the 28,237 panchayats break up

  • 15,171 Phase I gram panchayats move from linear to ring topology, so a single cut no longer takes the network down
  • 12,740 Phase II gram panchayats come under coverage
  • 326 newly created gram panchayats are added to the scope

Beyond the panchayats, 15,799 villages will be given connectivity whenever they ask for it, which is the part of the design meant to close the last mile.

What the Amended BharatNet Programme is

The Union Cabinet approved the Amended BharatNet Programme on 4 August 2023. Its purpose is to upgrade, consolidate and widen the existing BharatNet network so that every gram panchayat has sturdy broadband and every village can get it on demand. The Maharashtra agreement is a state-led rollout of that national design, and the government expects it to improve e-governance, online classes, telemedicine and digital payments in rural and remote parts of the state.

Digital Bharat Nidhi in brief

Digital Bharat Nidhi is the new name of the Universal Service Obligation Fund. The fund was set up under the Indian Telegraph (Amendment) Act, 2003, and the Telecommunications Act, 2023 renamed it. It is an attached office of the Department of Telecommunications and pays for universal telecom access in underserved rural, remote and urban areas. Apart from BharatNet, it funds the 4G Saturation Project and mobile services in aspirational districts, Left Wing Extremism affected areas, Himalayan and border areas, islands and the North Eastern states.
