On 11 October 2026 the Ministry of Health and Family Welfare announced that Union Health Minister Jagat Prakash Nadda would lay the foundation stone of ICMR-CHAMP, the first dedicated ICMR centre for high-altitude medicine and public health research, at Keylong in Himachal Pradesh.
The Union Ministry of Health and Family Welfare has announced the ICMR Centre for High Altitude Medicine and Public Health Research, abbreviated ICMR-CHAMP, at Keylong in the Lahaul and Spiti district of Himachal Pradesh. It will be the first centre of the Indian Council of Medical Research devoted specifically to high-altitude medicine and public health research. Union Health Minister Jagat Prakash Nadda is to lay its foundation stone on 12 October 2026. The centre is being set up by the ICMR under the Department of Health Research of the Ministry.
Why a mountain centre
The Himalayan belt throws up health problems that the plains do not. Thin air at height, extreme weather, difficult terrain, isolated settlements and a climate that is becoming less predictable all shape which diseases appear, how easily a patient reaches care, what hazards a worker faces and how fast an emergency can be answered. The new centre is meant to build scientific evidence on these conditions and to design health solutions that fit such places and can then be scaled up.

- Climate-sensitive and emerging diseases, along with infectious and non-communicable diseases.
- Maternal and child health, nutrition and mental health.

Where it sits and who it works with
Being in Lahaul and Spiti, a tribal and strategically placed border district, the centre gives researchers a base for long-running field studies among high-altitude and tribal populations and for tracing how environment and climate variability act on health. The Ministry expects it to feed national work on tribal health, disaster preparedness, digital health innovation and climate-resilient health systems, and to add to global research in mountain medicine. Partners will include the Armed Forces Medical Services, institutions of national importance and the Government of Himachal Pradesh.
The foundation ceremony
The programme at Keylong will have a Bhumi Pujan, a ceremonial groundbreaking and the unveiling of the foundation stone, followed by the planting of native Himalayan saplings under the Green ICMR Campus Initiative. A scientific exhibition will be opened, the institutional video and website of the centre launched, the building layout presented and a commemorative postal special cover released by the Health Minister.
