On 1 October 2026 the Ministry of Social Justice and Empowerment said central assistance of Rs 1,423.30 crore had been released to States and Union Territories over three financial years for implementing the PCR Act, 1955 and the SC/ST (Prevention of Atrocities) Act, 1989.

The Ministry of Social Justice and Empowerment said on 1 October 2026 that the Centre has released Rs 1,423.30 crore to States and Union Territories over three financial years to carry out the Protection of Civil Rights Act, 1955 and the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989. Enforcing the two laws is primarily the work of state governments and Union Territory administrations; the Centre helps through a Centrally Sponsored Scheme.

The scheme pays for Scheduled Castes and Scheduled Tribes Protection Cells and special police stations, for strengthening the judicial machinery, for relief and rehabilitation of victims, for incentives to inter-caste marriages and for awareness work. Across the same three years, 88,172, 79,667 and 99,216 victims respectively were reported to have received relief under it.

Courts for speedy trial

As reported by the states and Union Territories, 217 Exclusive Special Courts have been set up in 15 States and Union Territories to try offences under the 1989 Act. Where the number of cases is smaller, the Act allows a Court of Session in a district to be designated a Special Court, with the agreement of the Chief Justice of the High Court concerned.

SAMBAL, the helpline

The Ministry launched the National Helpline Against Atrocities in December 2021 and later renamed it SAMBAL. It lets members of Scheduled Castes and Scheduled Tribes register a complaint under the 1989 Act and follow its progress. The helpline runs on the toll-free number 1800-202-1989 and the short code 14566.

Inter-caste marriages

Financial help is given under the scheme for an inter-caste marriage in which one of the two spouses belongs to a Scheduled Caste. The number of couples reported to have received the incentive rose from 14,225 in 2022-23 to 26,050 in 2024-25.

The crime figures

Cases registered under the 1989 Act stood at 65,646 in 2024, against 70,725 in 2023 and 67,633 in 2022. At the close of 2024, 3,92,006 cases were awaiting trial. The pendency figure is the reason the ministry has put weight on exclusive courts, timely investigation and prompt relief, and the awareness campaigns, workshops, training programmes and camps the states run with central support.
