NHRC Push Sets Up Gender-Neutral Cell in Hyderabad Jail
After a visit by the NHRC's Special Monitor, the Central Prison in Hyderabad has set up a Gender-Neutral Cell and allowed affirmative clothing for its inmates.

Why in News
On 5 November 2026 the National Human Rights Commission said the Central Prison, Hyderabad had acted on its recommendation and set up a separate Gender-Neutral Cell for persons with diverse gender identities and expressions, besides allowing affirmative clothing for them.
The National Human Rights Commission (NHRC), India has been told by the authorities of the Central Prison, Hyderabad that a separate Gender-Neutral Cell has been created inside the jail for persons with diverse gender identities and expressions. The purpose, the prison said, is to protect their dignity and to give them living arrangements suited to them.
How it came about
The change followed a visit to the prison on 8 October 2026 by the Commission's Special Monitor, the officer the NHRC entrusts with matters relating to transgender persons and the rights of the LGBTQ+ community. During that visit the Special Monitor pressed for the implementation of the advisories issued by the NHRC and by the Ministry of Home Affairs for the welfare of transgender persons in custody.
What the prison reported
In its compliance report to the Commission, the Superintendent of the Central Prison, Hyderabad confirmed that the recommendation to set up a Gender-Neutral Cell had been carried out. The prison authorities have also permitted affirmative clothing for the persons housed in that cell, so that what an inmate wears matches the gender they identify with.
Why it matters
Jails in India are organised around a division between men's and women's wards, which leaves transgender and gender-diverse prisoners without a place of their own and open to harassment. A separate cell, taken together with the permission for affirmative clothing, answers both problems at this one prison and gives prison departments in other States a working model to study. The NHRC said the step reflects its own effort to promote the protection of the human rights and the dignity of persons with diverse gender identities and expressions inside correctional institutions.
How the Commission's monitoring works
The NHRC appoints Special Monitors and Special Rapporteurs who visit custodial institutions, examine conditions on the ground and recommend corrections; the Commission then calls for a compliance report from the authority concerned. The Hyderabad case shows that chain completed from end to end, a visit, a recommendation, a compliance report and a change actually made inside the prison. For aspirants, it is a clean example of how a human rights body without policing powers of its own still produces change through advisories, inspection and follow-up.
