MSCARO 2026: New Audit Order for Multi-State Co-ops
The Ministry of Cooperation mandated MSCARO 2026, a uniform risk-based audit reporting order for Multi-State Cooperative Societies, to begin above Rs 1,000 crore.

Why in News
The Ministry of Cooperation has mandated MSCARO, 2026, a uniform, structured and risk-based audit reporting framework for Multi-State Cooperative Societies, issued under Section 73(6) of the Multi-State Co-operative Societies (Amendment) Act, 2023.
The Ministry of Cooperation has mandated the Multi-State Co-operative Societies (Auditor's Report) Order, 2026, shortened to MSCARO, 2026. The order sets a uniform, structured and risk-based pattern for the statutory audit of Multi-State Cooperative Societies (MSCS), and is placed by the ministry within the goal of 'Sahkar se Samriddhi'.
Where the power comes from
The Multi-State Co-operative Societies (Amendment) Act, 2023 allowed the Central Government, under Section 73(6), to prescribe auditing and accounting standards for these societies. MSCARO was drawn up under that provision, using inputs from the Reserve Bank of India, the Institute of Chartered Accountants of India, the Comptroller and Auditor General of India and the societies themselves. Its model is the Companies (Auditor's Report) Order (CARO), which applies to the corporate sector.
What auditors must now report
- Financial, administrative, governance and statutory compliance parameters in a standard format, with plain Yes or No answers and remarks.
- Signs of financial stress: non-performing assets, overdue loans, liquidity, deposits, advances, repayment defaults and borrowings.
- Verification of investments, use of funds, share capital, membership records and statutory approvals, so that members' money is independently checked.
- Governance matters: the make-up of the board, eligibility and disqualification of directors, the conduct of annual general meetings and board meetings, statutory committees, and related-party transactions.
- Cybersecurity safeguards and anti-money laundering compliance wherever applicable, including suspicious transaction reporting, customer identification, and the appointment of Designated Directors and Principal Officers under the Prevention of Money Laundering Act.
Supervision by risk, not by routine
The main shift is risk-based supervision. Audit observations will let the Central Registrar of Cooperative Societies (CRCS) spot societies carrying higher financial or governance risk, and focus inspections, inquiries and action on them. Standardised audit information is to be tied into the CRCS Portal, which can then support automated scrutiny, regulatory dashboards, risk scoring and analytics using artificial intelligence.
Rollout in phases
| Phase | Coverage |
| Initial phase | Larger societies crossing the Rs 1,000 crore threshold in the relevant financial parameters |
| Long-term objective | Societies crossing the prescribed threshold of Rs 50 crore |
The staggering is deliberate: smaller societies get more time to upgrade their systems and processes before the heavier reporting applies to them. Taken together, standard audit reporting, supervision by risk and monitoring through technology are meant to strengthen the credibility of cooperative institutions and protect the money of their members.
