Why in News

On 4 October 2026 the Ministry of Ports, Shipping and Waterways announced that Sarbananda Sonowal will flag off the first international cargo voyage from Dibrugarh, a methanol shipment bound for Dhaka.

Goods will sail from Dibrugarh in Assam to a foreign port for the first time since Independence. The Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal, will wave off the consignment at the Bogibeel Terminal in Dibrugarh on 5 October 2026 at 11 in the morning. Assam's Chief Minister, Himanta Biswa Sarma, joins the function online as the chief guest. The announcement was made on 4 October 2026.

What sails, and where it goes

The cargo is methanol manufactured by Assam Petro-Chemicals Limited (APCL). The vessel leaves Bogibeel for Pangaon Port at Dhaka in Bangladesh. Its course lies along National Waterway-2, which is the Brahmaputra, and then over the Indo-Bangladesh Protocol Route (IBPR), the agreed set of river channels the two neighbours use for trade. No shipment has left Dibrugarh for an overseas port by this route in the decades since the country became free.

For many generations before Independence the Brahmaputra was the chief road to world markets for Upper Assam, and Dibrugarh stood among the leading river ports of the area. The flag-off restores that connection. The Centre is pushing inland waterways for the Northeast because moving freight on water costs less, pollutes less and works more efficiently than the alternatives.

Who is behind the event

The Ministry of Ports, Shipping and Waterways and the Inland Waterways Authority of India (IWAI) are holding the ceremony along with the Government of Assam and APCL. Sushil Kumar Lohani heads IWAI as its Chairman and Bikul Ch. Deka is Chairman of APCL. Three Assam ministers attend as special guests: Charan Boro (Transport), Rameswar Teli (Labour Welfare) and Bimal Borah (Industries, Commerce and Public Enterprises). Rajya Sabha Member of Parliament Terash Gowalla and eight MLAs of the region are also expected. IWAI will carry the proceedings live on its YouTube channel, IWAI_ShipMin.
