Cyclone Arnab: DoT Restores Telecom Links in Two States
After Cyclone Arnab hit the Andhra Pradesh and Odisha coast, the Department of Telecommunications lifted network availability in Andhra Pradesh to 99.18 percent.

Why in News
On 30 October 2026 the Department of Telecommunications reported that telecom services hit by Cyclone Arnab in Andhra Pradesh and Odisha were being restored, with network availability in Andhra Pradesh reaching 99.18 percent, Intra-Circle Roaming operational and 11 Cell on Wheels deployed.
Cyclone Arnab came ashore along the coast of Andhra Pradesh and Odisha, and the Department of Telecommunications (DoT) has been working with telecom service providers to keep essential communication running in the districts it struck. Heavy rain over a wide area, flash floods, falling trees and damage to power lines had knocked out mobile and fibre services in parts of both States and the regions next to them.
Where the network stands
Repair work has moved fastest where electricity supply has been brought back and cut optical fibre has been joined again. Overall telecom network availability in Andhra Pradesh has climbed to 99.18 percent. Among the districts the storm hit hardest, the figure is 98.5 per cent in West Godavari and 91.96 per cent in Dr. B. R. Ambedkar Konaseema. Loss of commercial power supply and local optical fibre cable (OFC) cuts remain the two chief reasons some sites are still out of service.
| Area | Network availability |
| Andhra Pradesh, overall | 99.18 percent |
| West Godavari district | 98.5 per cent |
| Dr. B. R. Ambedkar Konaseema district | 91.96 per cent |
Emergency arrangements
Intra-Circle Roaming (ICR) has been kept running across the affected districts, so a subscriber can latch on to another company's network inside the same telecom circle no matter which operator sold the SIM. Eleven Cell on Wheels (COWs), that is towers mounted on vehicles and driven to where coverage has gone, have been put in place to strengthen emergency communication.
The position in Odisha
In Odisha the picture in Ganjam, Gajapati and Kandhamal districts has been getting better as the rain eases and floodwater drains away. Operators have begun repairs at the damaged sites, service breaks are fewer, and all of them have been told to treat the remaining sites as a priority so that normal service returns early.
How a subscriber uses ICR
When mobile infrastructure in a region is damaged, DoT instructs operators to switch ICR on. A handset should be left on automatic network selection; if it still does not connect, the user can open the mobile network settings, open the list of network operators and pick another available network by hand. Because it lets a phone ride on any operator present in the circle, ICR matters most in the first days after a natural disaster, when relief and restoration teams also depend on the same towers.

Exam Point of View
Remember the cyclone's name (Arnab) and the two coastal States it hit, the ministry involved (Communications, through the Department of Telecommunications), what Intra-Circle Roaming and Cell on Wheels mean, the number of COWs deployed, the restored availability of 99.18 percent in Andhra Pradesh, and the district names on both sides: West Godavari and Dr. B. R. Ambedkar Konaseema in Andhra Pradesh, Ganjam, Gajapati and Kandhamal in Odisha.
Practice Questions
Which cyclone's damage led the Department of Telecommunications to keep Intra-Circle Roaming operational across districts of Andhra Pradesh and Odisha?
- A.Cyclone Montha
- B.Cyclone Arnab
- C.Cyclone Remal
- D.Cyclone Dana
Show answer
It came ashore along the coast of Andhra Pradesh and Odisha, and the heavy rainfall, flash floods, tree falls and power infrastructure damage that followed disrupted telecom services in parts of both States and the adjoining regions.
Read the full explanation →What does the Intra-Circle Roaming (ICR) arrangement allow a mobile subscriber to do?
- A.Make all calls free of charge anywhere in India
- B.Connect to another operator's network within the same telecom circle
- C.Use a satellite phone without a separate licence
- D.Change the mobile number without changing the SIM card
Show answer
Intra-Circle Roaming is a telecom arrangement under which a subscriber latches on to another service provider's network inside the same circle, so mobile services keep working even where the subscriber's own operator has no coverage in that particular area.

- A.Odisha
- B.Tamil Nadu
- C.Andhra Pradesh
- D.West Bengal
Show answer
Overall telecom network availability in the State was reported at 99.18 percent, and among the districts the cyclone hit hardest the figure stood at 98.5 per cent in West Godavari and 91.96 per cent in Dr. B. R. Ambedkar Konaseema.

What is Intra-Circle Roaming and when is it used?
It is an arrangement under which a mobile subscriber connects to another operator's network within the same telecom circle, so calls work even where the subscriber's own operator has no coverage. The Department of Telecommunications tells operators to switch it on when mobile infrastructure is damaged, as it did in the districts hit by Cyclone Arnab.
How much of Andhra Pradesh's telecom network has been restored after Cyclone Arnab?
Overall network availability in the State has reached 99.18 percent. Among the affected districts it stands at 98.5 per cent in West Godavari and 91.96 per cent in Dr. B. R. Ambedkar Konaseema, with power cuts and optical fibre cuts the main remaining problems.
What is a Cell on Wheels?
A Cell on Wheels is a mobile tower carried on a vehicle and driven to an area where coverage has been lost, so service can be provided without building a permanent site. Eleven of them were deployed to support emergency communication after Cyclone Arnab.
