Why in News

On 30 October 2026 the Ministry of Finance released the monthly accounts of the Government of India up to September 2026, showing receipts of Rs 18,35,422 crore and expenditure of Rs 25,49,835 crore in the first half of 2026-27.

The Ministry of Finance has published the consolidated monthly accounts of the Government of India up to September 2026, the first half of the financial year 2026-27. The statement sets out what the Centre earned, what it passed on to the states and what it spent, measured against the budget estimates presented for the year.

What came in

Total receiptsRs 18,35,422 crore, or 50.3 per cent of the budget estimate
Tax revenue, net to the CentreRs 12,76,088 crore
Non-tax revenueRs 4,80,732 crore
Non-debt capital receiptsRs 78,602 crore

Tax revenue net to the Centre is what is left after the share of taxes owed to the states has been taken out. Non-tax revenue is made up of earnings such as dividends, interest and fees. Non-debt capital receipts are inflows that do not add to borrowing, such as recoveries of loans and proceeds from disinvestment.

What went to the states

The Centre transferred Rs 6,99,409 crore to state governments as their share of taxes in this period, which is Rs 67,658 crore more than the amount devolved in the corresponding period a year earlier. Devolution follows the formula recommended by the Finance Commission and is the single largest channel through which central tax collections reach the states.

What went out

Total expenditureRs 25,49,835 crore, or 47.7 per cent of the budget estimate
Revenue accountRs 18,95,288 crore
Capital accountRs 6,54,547 crore
Interest paymentsRs 6,46,010 crore
Major subsidiesRs 2,22,905 crore

Revenue expenditure covers the running of the government, including salaries, interest and subsidies, and creates no asset. Capital expenditure builds assets such as roads, railway lines and buildings, and is watched closely because it is linked to growth. Interest payments and major subsidies, the two items shown separately, are the largest committed charges within revenue expenditure and leave the government that much less room for other spending.
