Which one of the following Commissions has not examined the issue of removal of the Governor of a State?

  1. A.Sarkaria Commission
  2. B.Thakkar Commission
  3. C.Venkatachaliah Commission
  4. D.Punchhi Commission

Correct answer

B. Thakkar Commission

Explanation

The correct answer is B, Thakkar Commission. Justice M. P. Thakkar's commission inquired into the assassination of Prime Minister Indira Gandhi in 1984; it had nothing to do with Governors.

Under Article 156 a Governor holds office during the pleasure of the President, so the Union can remove a Governor at any time without stated grounds. Several bodies studying Centre–State relations looked at this. The Sarkaria Commission (1983–88) said Governors should not be removed before their five-year term except for compelling reasons. The National Commission to Review the Working of the Constitution, chaired by Justice M. N. Venkatachaliah (2000–02), also took up the Governor's tenure and removal. The Punchhi Commission (2007–10) suggested that a Governor be removable only by a resolution of the State Legislature, on the pattern of impeachment.

A, C and D are wrong because each of these commissions did examine the removal of Governors.

Exam tip: Sarkaria 1983, Venkatachaliah (NCRWC) 2000, Punchhi 2007 on Centre–State issues; Thakkar on Indira Gandhi's assassination.
