Why in News

On 4 October 2026 the Ministry of Textiles announced that the Cotton Corporation of India will display its cotton procurement reforms at Hyderabad, Telangana, on 6 October 2026 under Reform Utsav 2026, together with the sericulture reforms of the Central Silk Board.

The Ministry of Textiles will put the reforms of India's cotton trade on public display at a special event in Hyderabad, Telangana, on 6 October 2026. The showcase is being arranged by the Cotton Corporation of India Ltd (CCI), a public sector undertaking of the ministry, and forms part of Reform Utsav 2026.

Who attends the Hyderabad showcase

Senior officers of the Union government, representatives of the Telangana government, policymakers, growers and industry associations have been invited. A presentation on the corporation's reforms will be followed by a short film on how they were carried out. Growers and traders will then speak about what the changes meant for them in the field.

Kapas Kisan: buying cotton online

The Kapas Kisan digital platform is the centrepiece of the display. It joins the separate steps of a cotton purchase — enrolling a grower, booking a slot, messages about the purchase and Aadhaar-enabled payment — into a single online chain, so a grower can see where the sale stands. The corporation's wider reform list also covers grading, traceability, payment straight to the seller and the resale of cotton.

Quality and yield

Under Kasturi Cotton Bharat, the corporation is working on contamination control, digital traceability and premium-grade fibre, so that Indian cotton is better placed in markets at home and abroad. The High-Density Planting System (HDPS), taken up with farm institutes, is meant to close the yield gap that holds Indian cotton back.

Silk: what the Central Silk Board has changed

The same announcement lists the sericulture reforms of the Central Silk Board (CSB). The Silk Mark Organisation of India, which has run the Silk Mark Scheme since 2004, began shifting registration, renewal, inspection, payment and grievance work online from 2022-23. That system now serves over 7,000 authorised users, takes in more than 500 fresh enrolments a year, and clears an application in one or two working days. Mera Resham Mera Abhimaan (MRMA), a 100-day technology transfer drive begun in 2025, worked in 129 districts of 26 states and union territories and reached 75,000 growers through more than 1,400 programmes. Its second round, MRMA 2.0, widened the sweep to 218 districts that account for over 95 per cent of the country's raw silk, held more than 1,700 programmes and drew in over 73,000 growers along with about a lakh other stakeholders. Two farms — CSB-P4 at Manasbal in Jammu and Kashmir, and CSB-Eri at Topatoli in Assam — are being built up as Seri-Tourism hubs, where a visitor can follow silk from soil to cloth.

Why the ministry calls it a value chain

The ministry describes the aim as one connected textile chain running from farm to fibre, fibre to factory, factory to fashion and fashion to foreign markets. Reform Utsav 2026 is its drive to place the work of its own bodies before citizens, growers and industry.

Exam Point of View

Fix the organiser (Cotton Corporation of India Ltd, a PSU under the Ministry of Textiles), the venue (Hyderabad, Telangana), the date (6 October 2026) and the umbrella name (Reform Utsav 2026). Match each initiative to its job: Kapas Kisan for digital procurement, Kasturi Cotton Bharat for quality and traceability, HDPS for yield. On the silk side remember the Silk Mark Scheme from 2004, over 7,000 authorised users, and MRMA 2.0 across 218 districts that give over 95 per cent of India's raw silk.

Practice Questions

Q1.EconomyEasy

In which city is the Cotton Corporation of India holding its reforms showcase under Reform Utsav 2026?

  1. A.Nagpur
  2. B.Coimbatore
  3. C.Hyderabad
  4. D.Ahmedabad
Show answer

Correct answer: C. Hyderabad

Explanation

The correct answer is Hyderabad. The Ministry of Textiles is holding the special showcase of cotton sector reforms at Hyderabad in Telangana on 6 October 2026, and the event is run by the Cotton Corporation of India Ltd, a public sector undertaking of the ministry. Representatives of the Telangana government are among those invited, along with Union officers, policymakers, growers and industry associations, which is why the Telangana capital was chosen. Nagpur is wrong: although it sits in a cotton growing belt, no event there is mentioned in the announcement. Coimbatore is wrong as well; it is a textile mill centre, but it is not the venue named for this showcase. Ahmedabad is also wrong, and a student should not confuse the city with the venue of this showcase. Only Hyderabad is named, so option C is the answer.

Q2.EconomyMedium

Which digital platform brings grower enrolment, slot booking and Aadhaar-enabled payment in cotton procurement into one chain?

  1. A.Kapas Kisan
  2. B.e-NAM
  3. C.Kisan Suvidha
  4. D.Kasturi Cotton Bharat
Show answer

Correct answer: A. Kapas Kisan

Explanation

The correct answer is Kapas Kisan. It is the platform named as a key initiative of the showcase, and it carries the stages of a cotton purchase online: enrolling the grower, booking a slot, sending messages about the purchase and making payment through Aadhaar. The aim is to cut procedural tangles and let a grower see where the sale stands. e-NAM and Kisan Suvidha are wrong because neither is named in this announcement as the platform behind cotton procurement reform. Kasturi Cotton Bharat is a distractor drawn from the same announcement, but it is not a procurement platform: it is the initiative for quality, contamination control, digital traceability and premium-grade fibre, meant to raise the standing of Indian cotton in markets at home and abroad. Keep the two apart, because paper setters often swap them. Hence option A is correct.

Q3.EconomyMedium

How many sericulture districts does MRMA 2.0 of the Central Silk Board cover?

  1. A.129
  2. B.218
  3. C.26
  4. D.300
Show answer

Correct answer: B. 218

Explanation

The correct answer is 218. Mera Resham Mera Abhimaan 2.0, the second round of the Central Silk Board campaign, was designed as a structured and outcome-driven drive across 218 key sericulture districts, and those districts together account for over 95 per cent of the country's raw silk output. More than 1,700 programmes have been held under it, reaching over 73,000 growers directly and about a lakh other stakeholders through digital means. 129 is wrong because that was the spread of the first round, MRMA 1.0, a 100-day campaign begun in 2025. 26 is wrong as it is the number of states and union territories in which MRMA 1.0 worked, not a district count. 300 is not mentioned at all. So option B is the answer.

Q4.EconomyMedium

Since which year has the Silk Mark Organisation of India been running the Silk Mark Scheme?

  1. A.1998
  2. B.2004
  3. C.2014
  4. D.2022
Show answer

Correct answer: B. 2004

Explanation

The correct answer is 2004. The Silk Mark Organisation of India has implemented the Silk Mark Scheme since that year, and the mark assures a buyer that the silk is pure. From 2022-23 the organisation began moving its work online, covering registration, renewal, document processing, pre-inspection, payment, label indenting, record keeping and grievance redress. The system now serves more than 7,000 authorised users, takes in over 500 new enrolments a year, and can clear an application within one or two working days, which has helped small and medium enterprises in particular. 1998 and 2014 are wrong because neither year appears in connection with the scheme. 2022 is a trap: 2022-23 is when digitisation started, not when the scheme began. Hence option B is correct.
