PM E-DRIVE: GARC Gets Rs 221.13 Crore for EV Testing
The Ministry of Heavy Industries said on 28 September 2026 that GARC, Chennai has been allotted Rs 221.13 crore under PM E-DRIVE to upgrade EV testing labs.

Why in News
On 28 September 2026 the Ministry of Heavy Industries set out GARC's progress under PM E-DRIVE: an allocation of Rs 221.13 crore, purchase orders for nearly all proposed equipment, and new EV, ADAS and crash safety laboratories at Oragadam, Chennai.
The Global Automotive Research Centre (GARC) at Oragadam near Chennai is rebuilding its laboratories with money from the PM E-DRIVE scheme, the Ministry of Heavy Industries said in a note issued on 28 September 2026. GARC functions under the National Automotive Board and is an authorised testing agency under Rule 126 of the Central Motor Vehicles Rules, which is what allows it to homologate and certify vehicles and parts for the Indian market. Its existing work spans powertrain, emissions, EMC, fatigue, electric vehicle and safety testing, along with research and development.
What PM E-DRIVE stands for
PM E-DRIVE is the short name of the PM Electric Drive Revolution in Innovative Vehicle Enhancement scheme. Its total outlay is Rs 10,900 crore, and out of that sum Rs 780 crore has been set aside only for bringing the country's testing agencies up to date. The scheme remains operational till 31 March 2028.
GARC's share and its new laboratories
GARC has been given Rs 221.13 crore from the scheme. Purchase orders have gone out for very nearly every piece of equipment the centre had proposed, and installation of what has arrived has already started. The facilities being created or modernised are:
- Battery and electric vehicle testing to the AIS-156 standard
- EMI and EMC testing for electric vehicles under AIS-004 Part 3 Rev.1
- A dedicated bay for heavy commercial vehicle testing
- An upgraded powertrain laboratory
- Advanced passive safety testing, with crash dummies and the equipment that calibrates them
- Testing of Advanced Driver Assistance Systems, or ADAS, with instruments and soft targets
- Testing of automotive components
A camera that sees a crash frame by frame
The addition drawing most attention is a high-speed, high-resolution imaging system. Its UHD-4K cameras record at up to 750 frames per second, while in Full HD the rate rises to 3,000 frames per second. Engineers will use it during frontal, side and rear crash tests to watch how a body shell deforms, how an occupant is thrown about and the exact instant an airbag opens, which is the level of detail a safety analysis and a homologation file both demand.
The figures in one place
| Item | Figure |
|---|---|
| PM E-DRIVE total outlay | Rs 10,900 crore |
| Earmarked for testing agencies | Rs 780 crore |
| Allotted to GARC | Rs 221.13 crore |
| Scheme operational up to | 31 March 2028 |
| Rule under CMVR | Rule 126 |
The spending matters because a vehicle sold in India has to be certified in India. Stronger laboratories at home mean that electric two-wheelers, buses, battery packs and driver-assistance systems can be cleared without prototypes being flown abroad, and that shortens the distance between a drawing board and a showroom floor.

Exam Point of View
Remember that GARC is at Oragadam, Chennai under the National Automotive Board, Ministry of Heavy Industries; the full form of PM E-DRIVE; the outlay of Rs 10,900 crore with Rs 780 crore for testing agencies; GARC's Rs 221.13 crore; validity till 31 March 2028; and Rule 126 of the CMVR.
Practice Questions
Under which central scheme is the Global Automotive Research Centre (GARC) upgrading its vehicle testing infrastructure?
- A.FAME India Phase II
- B.PM E-DRIVE
- C.PM-KUSUM
- D.PLI Scheme for Advanced Chemistry Cell
Show answer
Correct answer: B. PM E-DRIVE
Explanation
The correct answer is PM E-DRIVE, the PM Electric Drive Revolution in Innovative Vehicle Enhancement scheme of the Ministry of Heavy Industries. GARC, which works under the National Automotive Board, is modernising its laboratories with funds from this scheme, and it has been allotted Rs 221.13 crore for the purpose. The scheme carries an outlay of Rs 10,900 crore and stays operational up to 31 March 2028, with Rs 780 crore of that amount kept aside for testing agencies alone. Option A, FAME India Phase II, is an earlier programme for electric mobility and is not the scheme named here. Option C, PM-KUSUM, deals with solar pumps for farmers and has nothing to do with automotive testing. Option D, the production-linked incentive scheme for advanced chemistry cell batteries, supports manufacturing capacity rather than the upgrading of testing agencies, so it too is wrong.
What is the total outlay of the PM E-DRIVE scheme?
- A.Rs 7,800 crore
- B.Rs 10,900 crore
- C.Rs 13,500 crore
- D.Rs 22,113 crore
Show answer
Correct answer: B. Rs 10,900 crore
Explanation
The correct answer is Rs 10,900 crore. That is the total outlay of the PM Electric Drive Revolution in Innovative Vehicle Enhancement scheme, and within it Rs 780 crore has been earmarked for upgrading the testing agencies that certify vehicles in India. The scheme is operational up to 31 March 2028. Option A confuses the reader with a figure close to the Rs 780 crore set aside for testing agencies, but that is only one component and not the whole outlay. Option C is simply not the figure stated by the Ministry of Heavy Industries. Option D echoes the Rs 221.13 crore allotted to the Global Automotive Research Centre at Oragadam, Chennai; that is one centre's share of the testing component, not the size of the entire scheme. Aspirants should keep the three amounts apart: the scheme total, the testing-agency component and one agency's allocation.
Where is the Global Automotive Research Centre (GARC), in the news for upgrades under PM E-DRIVE, located?
- A.Manesar, Haryana
- B.Oragadam, Chennai
- C.Ahmednagar, Maharashtra
- D.Pithampur, Madhya Pradesh
Show answer
Correct answer: B. Oragadam, Chennai
Explanation
The correct answer is Oragadam, Chennai. The Global Automotive Research Centre sits at Oragadam on the outskirts of Chennai and works under the National Automotive Board of the Ministry of Heavy Industries. It is an authorised testing agency under Rule 126 of the Central Motor Vehicles Rules, which permits it to test vehicles and components and to carry out homologation and certification. Its new and upgraded facilities cover electric vehicle and battery testing to the AIS-156 standard, EMI and EMC testing under AIS-004 Part 3 Rev.1, heavy commercial vehicle testing, an improved powertrain laboratory, advanced passive safety testing and ADAS testing. Options A, C and D name places associated with other automotive testing and research establishments in the country, but none of them is the site of GARC, so each is incorrect here.
