PM GatiShakti Master Plan Completes Five Years With 1,800 Data Layers
PM GatiShakti National Master Plan, launched in October 2021, completed five years with 1,800 data layers and 58 Central Ministries on the platform.

Why in News
PM GatiShakti National Master Plan completed five years in October 2026, and the government set out its record of 1,800 data layers, 58 ministries, all 36 States and UTs and 421 projects worth 20.23 lakh crore rupees appraised by the Network Planning Group.
The PM GatiShakti National Master Plan, which Prime Minister Narendra Modi launched in October 2021, has completed five years. The geospatial digital platform behind it was built in India under Atmanirbhar Bharat by the Bhaskaracharya National Institute for Space Applications and Geo-informatics, known as BISAG-N. Its purpose is to bring ministries, departments, states and union territories on to one map so that infrastructure is planned together rather than in silos, and so that multimodal, intermodal and last mile connectivity is improved.
Where the platform stands
More than 1,800 data layers are now integrated on the platform, drawn from 58 Central Ministries and Departments and from all 36 States and Union Territories. More than 65 software modules and tools and over 100 mobile and web applications have been developed and tied into it. The Network Planning Group, which appraises projects on GatiShakti principles, has evaluated over 400 infrastructure projects worth about 20.23 lakh crore rupees, judging them on integrated planning, last mile links to economic and social nodes, logistics efficiency and synchronised execution.
Year by year
| Year | Milestone |
| 2021-22 | Platform launched, foundation phase |
| 2022-23 | Eight key infrastructure ministries onboarded, 71 projects evaluated |
| 2023-24 | Social sector integration, 1,463 data layers, all 36 States and UTs onboarded |
| 2024-25 | Economic sector integration, District Master Plan launched, 121 projects evaluated |
| 2025-26 | Public platform, KMS, DUMS and Dashboard launched, 352 projects evaluated |
| 2026 | 421 projects worth 20.23 lakh crore rupees evaluated |
Opening the data to the public
The PM GatiShakti Public platform, reached through the Unified Geospatial Interface or UGI, was launched in September 2025 and gives selected data analytics to private bodies and ordinary citizens. A Knowledge Management System, a Decentralized Data Uploading and Management System and the master plan dashboard have strengthened knowledge sharing, data governance and the monitoring of projects. Planning has also been extended downwards to the district level, covering roads, schools, health facilities, water pipelines and other basic services.
New authority for transport and logistics
The Union Cabinet has approved an Integrated Transport and Logistics Authority, or ITLA, to take up research, planning, appraisal, monitoring and impact assessment across transport and logistics. The government expects it to strengthen multimodal connectivity, cut logistics costs and improve India's standing in global logistics as the country works towards Viksit Bharat 2047.

Exam Point of View
Remember the launch month and year (October 2021), the developer BISAG-N, the number of data layers (1,800), ministries (58) and States and UTs (36), the Network Planning Group and the 421 projects worth 20.23 lakh crore rupees, the Unified Geospatial Interface of September 2025 and the newly approved Integrated Transport and Logistics Authority.
Practice Questions
How many data layers are integrated on the PM GatiShakti National Master Plan platform?
- A.More than 800
- B.More than 1,200
- C.More than 1,800
- D.More than 2,500
Show answer
Explanation
The correct answer is more than 1,800. As the PM GatiShakti National Master Plan completed five years, the government stated that the platform integrates more than 1,800 data layers covering 58 Central Ministries and Departments and all 36 States and Union Territories, along with more than 65 software modules and tools and over 100 mobile and web applications. Options A, B and D give figures that do not match the record. The number 1,463 is worth noting as the layer count reached in 2023-24, when social sector integration was taken up and all 36 States and Union Territories came on board, so the growth to about 1,800 layers belongs to the later years. The platform was developed indigenously by BISAG-N under Atmanirbhar Bharat, and it exists to bring a whole of government approach to infrastructure planning by placing geospatial data from many departments on a single map.
Which body appraises infrastructure projects on PM GatiShakti principles?
- A.Network Planning Group
- B.Public Investment Board
- C.National Infrastructure Council
- D.Project Monitoring Group
Show answer
Explanation
The correct answer is the Network Planning Group. The NPG evaluates infrastructure projects against PM GatiShakti principles and has appraised over 400 projects worth about 20.23 lakh crore rupees, with the count standing at 421 projects in 2026. Its framework looks at integrated planning and development of multimodal infrastructure, last mile connectivity to economic and social nodes, intermodal connectivity, better logistics efficiency and the synchronised implementation of projects, and the group has institutionalised the whole of government approach. Options B, C and D name bodies that do not carry out this appraisal under the master plan. A useful set of figures to remember alongside this is the year wise progress of appraisals, with 71 projects evaluated in 2022-23 when eight key infrastructure ministries were onboarded, 121 in 2024-25 when the District Master Plan was launched, and 352 by February 2026.
Which authority has the Union Cabinet approved to strengthen long term transport and logistics planning?
- A.National Logistics Board
- B.Integrated Transport and Logistics Authority
- C.Multimodal Connectivity Commission
- D.Bharat Transport Regulatory Authority
Show answer
Explanation
The correct answer is the Integrated Transport and Logistics Authority, abbreviated as ITLA. The government has decided to set it up so that the full potential of PM GatiShakti can be used for integrated long term transport planning, and the Union Cabinet has approved it. The authority is to strengthen research, planning, appraisal, monitoring and impact assessment within transport and logistics, and it is expected to improve multimodal infrastructure connectivity, raise infrastructure efficiency, reduce logistics costs and lift India's competitiveness in global logistics. Options A, C and D are invented names and no such bodies were announced with the completion of five years of the master plan. Candidates should also note that the master plan is tied to the vision of Viksit Bharat 2047, for which it provides the framework of coordinated planning, multimodal connectivity and better logistics efficiency.
Through which interface was the PM GatiShakti Public platform opened to private entities and the general public?
- A.National Geospatial Portal
- B.Unified Geospatial Interface
- C.Open Data Gateway
- D.Bharat Map Interface
Show answer
Explanation
The correct answer is the Unified Geospatial Interface, or UGI. The PM GatiShakti Public platform was launched through this interface in September 2025 and extends selected data analytics capabilities to private entities and to the general public, which marked the accessibility phase of the master plan. Alongside it, the Knowledge Management System, the Decentralized Data Uploading and Management System and the PMGS-NMP Dashboard have strengthened knowledge sharing, data governance, decentralised data management and the monitoring of infrastructure. Options A, C and D are plausible sounding but incorrect names. Remember also that the master plan reached beyond conventional infrastructure into social sector and area based planning, extending to districts for local socio economic development covering roads, schools, healthcare facilities, water pipelines and other essential services, which is why the District Master Plan of 2024-25 is an important milestone.
