Why in News
On 12 October 2026 the National Human Rights Commission, India celebrated its 33rd Foundation Day at Vigyan Bhawan, New Delhi, along with a national conference on the right to water, with Chief Justice of India Justice Surya Kant as chief guest.
The National Human Rights Commission (NHRC), India marked its 33rd Foundation Day with a function and a national conference at Vigyan Bhawan, New Delhi. The Commission came into being on 12 October 1993, which is why the date is observed every year as its foundation day.
Theme of the conference
The national conference held alongside the celebration carried the theme Water as the Elixir of Life: Advancing Human Dignity through the Right to Water. It was built around two technical sessions, the first on protecting and restoring water bodies and the second on safeguarding sources of drinking water so that safe and sustainable supply reaches everyone.
The Chief Justice of India as chief guest
The chief guest was the Chief Justice of India, Justice Surya Kant. He said the Constitution promises every citizen dignity, equality, liberty and justice, and that these promises of the Preamble have to be kept in the lock-up, in the hospital ward and in the farthest village. Answering the familiar criticism that the Commission can recommend but not command, he compared a human rights commission to a lighthouse that cannot still the waves of injustice but can light the way for those lost in the dark.
He placed particular weight on State Human Rights Commissions, which sit closer to the places where violations happen, can hear a complaint in the language in which it is made and can read the local circumstances behind it. On the conference theme, he said the right to water is owed to the future as much as to the present, and that the test of progress is not only the tap but whether the water is safe, dependable and there when a family needs it. He also welcomed the launch of the NHRC, India mobile application and the move to digitise the Commission's records.
What the Chairperson said
NHRC Chairperson Justice V. Ramasubramanian said human rights bodies across the world must reinvent themselves to stay relevant, because today's challenges are more complex than ever even though the world is a better place to live in than a century ago. He noted that the poorest half of humanity accounts for only 14 per cent of global carbon dioxide emissions while the richest 10 per cent account for half of them, and argued that climate and wealth share a common origin. He also pointed out that human rights disputes are no longer only between the citizen and the State, since non-State actors and the digital world can now shape opinion and monitor behaviour.
Others present
NHRC Member Justice (Dr) Bidyut Ranjan Sarangi and Member Vijaya Bharathi Sayani also spoke, as did Secretary General Piyush Goyal, who outlined the Commission's work and named the two technical sessions. Chairpersons and members of State Human Rights Commissions, judges, diplomats, officials of UN bodies, academics and human rights defenders attended.

Practice Questions
In which year was the National Human Rights Commission of India established?
- A.1990
- B.1993
- C.1997
- D.2000
Show answer
Explanation
The correct answer is 1993. The National Human Rights Commission was set up on 12 October of that year, and the Commission therefore observes 12 October as its foundation day; this year it marked the 33rd such occasion at Vigyan Bhawan in New Delhi, where it also held a national conference on the right to water. Option A is wrong because the Commission did not exist then; counting back from the 33rd foundation day places the start three years later. Option C is wrong on the same arithmetic, as a start in that year would make the present occasion only the twenty-ninth foundation day. Option D is clearly ruled out, because by that year the Commission had already been working for several years and had begun handling complaints of human rights violations. The surest way to fix the year is to subtract the edition number from the current year.
Who was the chief guest at the 33rd Foundation Day function of the NHRC?
- A.The President of India
- B.The Chief Justice of India
- C.The Union Home Minister
- D.The Vice-President of India
Show answer
Explanation
The correct answer is the Chief Justice of India, Justice Surya Kant, who addressed the function as chief guest. He said the Constitution's promises of dignity, equality, liberty and justice must be honoured in the lock-up, the hospital ward and the remotest village, and described a human rights commission as a lighthouse that cannot stop the waves of injustice but can guide those adrift in the darkness. He also welcomed the launch of the Commission's mobile application and its move to digitise records. Option A is wrong, as the President did not address this function. Option C is wrong; the Union Home Minister had no role in the event described. Option D is wrong as well, since the Vice-President was not the chief guest here. The Commission's own Chairperson, Justice V. Ramasubramanian, welcomed the chief guest rather than serving as one.
What was the theme of the national conference held by the NHRC on its 33rd Foundation Day?
- A.Water as the Elixir of Life: Advancing Human Dignity through the Right to Water
- B.Dignity for All: Human Rights in the Digital Age
- C.Clean Air, Clean Water, Clean Future
- D.Human Rights and Climate Justice for the Poorest
Show answer
Explanation
The correct answer is Water as the Elixir of Life: Advancing Human Dignity through the Right to Water. The Commission paired its foundation day function with this national conference, which was organised around two technical sessions, the first on the protection and restoration of water bodies and the second on protecting sources of drinking water so that access is safe and sustainable for all. The Chief Justice of India praised the choice of subject and said the right to water must be seen as a responsibility towards the future and not merely as a right of the present. Options B and D touch on the digital world and on climate and wealth, both of which came up in the Chairperson's speech, but neither was the declared theme of the conference. Option C is a general slogan on cleanliness and was not the theme either.
