Why in News

The Department of Consumer Affairs announced on 19 October 2026 that India will host the 61st CIML Meeting for the first time, in New Delhi from 26 to 28 October 2026, along with an OIML Strategy Workshop and an international seminar.

India will play host to the 61st Meeting of the International Committee of Legal Metrology (CIML) from 26 to 28 October 2026 in New Delhi. It is the first time the country has been given the meeting. The Department of Consumer Affairs is putting it together along with the International Organization of Legal Metrology (OIML), and the announcement came on 19 October 2026.

Who will be there

More than 100 delegates and experts in legal metrology are expected from across the world, among them representatives of OIML Member States, Corresponding Member States and international organisations. France, Germany, the United Kingdom, Japan, China, Australia, Switzerland, the United States of America, South Africa and Brazil are among the countries expected to send representatives.

How the three days are arranged

  • 26 October 2026: an international seminar titled Evolutions in Legal Metrology, on modernising legal metrology systems, digitalising regulatory services, mutual recognition of measuring instruments and e-learning tools
  • 27 October 2026: an OIML Strategy Workshop, where member countries weigh the body's future direction, its priorities and the pace of digital transformation
  • Through the meeting: drafting and revision of international recommendations, OIML technical work, the OIML Certification System or OIML-CS, capacity building and cooperation between countries

What OIML and CIML are

The OIML is an intergovernmental organisation founded in 1955 to bring legal metrology procedures across countries into line with one another. It frames international recommendations and standards for measuring instruments used in trade, industry, healthcare, safety and protection of the environment. The CIML is its principal decision-making body and steers the OIML's technical and administrative work; its yearly meeting is where policy and technical questions are settled.

The edition before this one

The 60th CIML Meeting was held on 13 and 15 October 2025 in Paris, France. Representatives of 55 Member States were present or represented, with 12 Corresponding Members and five organisations in liaison. That meeting cleared technical publications on automated refractometers, weights and traffic speed meters, and took up the certification system, digitalisation and international cooperation.

What India gains

Reliable measurement is what makes a sale fair: the quantity declared on a packet, the reading on a weighbridge, the speed recorded by a traffic meter. Harmonised requirements cut technical barriers to trade and spare manufacturers duplicate testing and certification. Indian manufacturers stand to learn international measurement standards, conformity assessment requirements and the working of the OIML Certification System, which can open export markets to them. For the Department, which has been simplifying compliance and moving to trust-based regulation, the meeting is a stage on which to set out those reforms, and it ties the effort to the goal of Viksit Bharat 2047.
