A background paper on urban transformation issued on 2 October 2026 gathers four city examples of how municipal waste is being turned into energy, compost, data and even carbon revenue under the Swachh Bharat Mission.

Ghaziabad and carbon credits

The Ghaziabad Municipal Corporation in Uttar Pradesh has registered for an international carbon credit project verified by the United Nations. Old street lights have been replaced with energy efficient LED lamps and wet waste is being composted. Following Indore in Madhya Pradesh, Ghaziabad is set to become the first urban local body in Uttar Pradesh and the second in the country to convert waste into a new source of value. The measures together are expected to cut carbon dioxide emissions by about 2.7 lakh tonnes, which translates into the same number of carbon credits, since one tonne of carbon dioxide equals one credit, and certified credits can be sold on the international carbon market.

Goa turns waste into power

At Saligao in Goa, a former garbage dump now houses an Integrated Waste Management Facility run by the Goa Waste Management Corporation. Spread over 113,000 square metres, it handles 250 metric tons of wet and dry waste a day, recovers recyclables from 100 metric tons of dry waste, sends the rest to cement plants and makes 7 to 8 tons of compost daily for panchayats. Organic matter becomes biogas and electricity, and the plant treats roughly a third of the waste of the whole state.

Gandhinagar and Kakinada

Gandhinagar in Gujarat held zero waste activities at 25 locations with more than 600 citizens taking part and over 40,000 reached through social media, including My Theli stalls where donated clothes were stitched into carry bags by self-help group women. Kakinada in the East Godavari district of Andhra Pradesh generates about 144 tons of waste a day across 50 wards divided into 382 micro pockets, with 973 sanitation workers serving 112,993 households and 40,661 collection points. RFID tags, facial recognition attendance, GPS on 108 hopper vehicles and an online waste management system have taken door to door collection to full coverage.
