NITI Aayog organised a National Workshop on SDG Budgeting at Kolkata on 29 September 2026, working with the Government of West Bengal and drawing technical support from the United Nations Development Programme. The event sat under the think tank State Support Mission, abbreviated SSM. Its subject was the alignment of planning and budgeting with the Sustainable Development Goals, and in particular the practice of SDG budget tagging, by which spending is marked against the goal it serves.
Who came
Participants came from 32 States and Union Territories. Senior officials attended from NITI Aayog, the office of the Comptroller and Auditor General of India, the Ministry of Statistics and Programme Implementation, the Controller General of Accounts, the Department of Public Enterprises and the Indian Institute of Corporate Affairs, besides UNDP and the United Nations Resident Coordinator Office. Industry and civil society were represented by FICCI, CII, SEBI, the Tata Steel Foundation, Intellecap and GIZ.

| Dr R. Balasubramaniam | Member, NITI Aayog, keynote address |
| K. Sanjay Murthy | Comptroller and Auditor General of India, virtually |
| Dr V. Anantha Nageswaran | Chief Economic Adviser, virtually |
| Stefan Priesner | United Nations Resident Coordinator |
| Dr Angela Lusigi | Resident Representative, UNDP |
What was said
Dr Dasgupta described SDG budget tagging as the discipline of drawing a clean line from a goal to a target, then to a budget allocation, and finally to the unit that spends the money. Dr Balasubramaniam called the mapping of goals to state expenditure a significant step and said the task ahead is to guide every state so that money spent can be shown to have been spent wisely. Prabhat Kumar Mishra, Additional Chief Secretary for Finance in West Bengal, said the state has for the first time mapped its budget to the goal level of the SDGs and folded the exercise into its Integrated Financial Management System.
The guide and the sessions
A Guide on Mapping State Budgets to the SDGs, prepared jointly by NITI Aayog, the CAG of India and UNDP, was taken up as a working framework. Four technical sessions covered which expenditure to tag, the level at which to tag it, the link with the Head of Accounts, tagging to SDG targets, and attribution through the Scheme to SDG mapping of NITI Aayog. Haryana, Odisha, Meghalaya and West Bengal described their own experience of putting the practice in place. With 2030 as the milestone for the Goals and Viksit Bharat@2047 as the longer horizon, the workshop restated the commitment of NITI Aayog to cooperative federalism.

Exam Point of View
Fix the organiser (NITI Aayog), the partners (Government of West Bengal and UNDP), the venue (Kolkata), the date (29 September 2026), the parent initiative (State Support Mission) and the participation of 32 States and Union Territories. The Guide on Mapping State Budgets to the SDGs is a three-party document: NITI Aayog, the CAG of India and UNDP. Names worth holding are Swapan Dasgupta as West Bengal Finance Minister, R. Balasubramaniam as Member of NITI Aayog, K. Sanjay Murthy as CAG and V. Anantha Nageswaran as Chief Economic Adviser. Note 2030 for the Goals and Viksit Bharat@2047.
Practice Questions
Under which initiative of NITI Aayog was the National Workshop on SDG Budgeting at Kolkata organised?
- A.Aspirational Districts Programme
- B.State Support Mission
- C.Atal Innovation Mission
- D.Development Monitoring and Evaluation Office
Show answer
Correct answer: B. State Support Mission
Explanation
The correct answer is the State Support Mission, the initiative under which NITI Aayog works with states on planning and budgeting, and under which this workshop was held with the Government of West Bengal and technical support from the United Nations Development Programme. Option A names the programme that tracks development indicators in selected districts, a different vehicle altogether. Option C is the innovation and entrepreneurship arm of NITI Aayog and has no part in budget tagging. Option D is the evaluation office within the body, which assesses programmes rather than running state support engagements. Candidates should remember the three-part arrangement here: NITI Aayog as organiser, the state government as host and partner, and UNDP as the source of technical support. The venue was Kolkata and the date was the twenty-ninth of September in the year 2026.
How many States and Union Territories sent participants to the National Workshop on SDG Budgeting?
- A.24
- B.28
- C.32
- D.36
Show answer
Correct answer: C. 32
Explanation
The correct answer is thirty-two. Alongside these participants, the workshop drew senior officials from NITI Aayog, the office of the Comptroller and Auditor General of India, the Ministry of Statistics and Programme Implementation, the Controller General of Accounts, the Department of Public Enterprises and the Indian Institute of Corporate Affairs, as well as the United Nations Resident Coordinator Office and development partners. Representatives of FICCI, CII, SEBI, the Tata Steel Foundation, Intellecap and GIZ were also present, which is why the organisers described the gathering as a whole of government and whole of society approach to localising the Goals. The other options are plausible counts of Indian states and union territories, which is exactly the trap: the figure asked for is the number that took part, not the number that exists.
The Guide on Mapping State Budgets to the SDGs, discussed at the workshop, was developed jointly by which three bodies?
- A.NITI Aayog, the CAG of India and UNDP
- B.Finance Commission, RBI and the World Bank
- C.MoSPI, SEBI and the Asian Development Bank
- D.NITI Aayog, the Finance Ministry and UNESCO
Show answer
Correct answer: A. NITI Aayog, the CAG of India and UNDP
Explanation
The correct answer is NITI Aayog, the Comptroller and Auditor General of India and the United Nations Development Programme. The guide was taken up at the workshop as a working framework for aligning state budgets with the Goals, and the presence of the national auditor among its authors is the detail that gives the question its edge: tagging expenditure is not only a planning exercise but also one that must stand up to reconciliation, quality assurance, reporting and performance audit. Option B replaces the auditor and the development programme with a commission, the central bank and a multilateral lender, none of which authored it. Option C swaps in the statistics ministry and the markets regulator, both of which merely attended. Option D names the wrong United Nations agency, since UNESCO deals with education, science and culture rather than development budgeting.
Which of the following states shared their experience of institutionalising SDG Budgeting at the Kolkata workshop?
- A.Kerala, Tamil Nadu, Goa and Punjab
- B.Haryana, Odisha, Meghalaya and West Bengal
- C.Gujarat, Rajasthan, Assam and Bihar
- D.Maharashtra, Karnataka, Telangana and Tripura
Show answer
Correct answer: B. Haryana, Odisha, Meghalaya and West Bengal
Explanation
The correct answer is Haryana, Odisha, Meghalaya and West Bengal, the four states whose government representatives described how they have implemented and institutionalised SDG budgeting. The host state added a specific claim worth remembering: its Additional Chief Secretary for Finance said West Bengal has for the first time mapped its budget to the goal level of the Goals and has built the exercise into its Integrated Financial Management System. The other three options are lists of states that did not present at this workshop. In questions of this kind the host state is almost always on the correct list, which gives a candidate a useful first filter, and the remaining names then have to be recalled as a set rather than guessed one by one.
