Why in News

The Ministry of Finance announced on 19 October 2026 that a nationwide saturation campaign for financial inclusion schemes will run from 21 October to 31 December 2026 at the gram panchayat and urban local body level.

The Department of Financial Services (DFS) under the Ministry of Finance will run a countrywide saturation campaign for financial inclusion schemes from 21 October 2026 to 31 December 2026. The drive reaches down to the gram panchayat and urban local body level and will cover 2.70 lakh gram panchayats and ULBs.

What banks will do at the camps

Banks are to hold camps through the campaign window. The work listed for them covers enrolment, account opening, record updating and awareness:

  • Enrolment under the Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), the Pradhan Mantri Suraksha Bima Yojana (PMSBY) and the Atal Pension Yojana (APY)
  • Aadhaar seeding in PMJJBY and PMSBY records
  • Opening of accounts under the Pradhan Mantri Jan Dhan Yojana (PMJDY)
  • Re-KYC of existing PMJDY and other savings accounts, and generation of pending C-KYC identifiers
  • Updating of pending nominations in savings accounts and in facilities such as lockers
  • Awareness sessions on the schemes, on digital frauds and on the unclaimed-deposits drive named Aapki Poonji, Aapka Adhikar
  • Sourcing of Kisan Credit Card applications so that eligible PM-Kisan beneficiaries are covered
  • Enrolment under the Pradhan Mantri Fasal Bima Yojana for the coming Rabi season

How it will be run

A preparatory meeting with the senior management of banks and the State Level Bankers' Committee was chaired on 19 October 2026 by the Joint Secretary in charge of financial inclusion at DFS. Progress will be watched closely by the state administration, the banks and DFS together, which makes this a joint exercise rather than a bank-only drive.

Why saturation matters

Saturation means covering every eligible person in a defined area instead of meeting a national target in the aggregate. By fixing the unit of coverage as the gram panchayat and the urban local body, the campaign makes gaps visible at the smallest administrative level. The government frames the drive as a step towards empowering citizens at the last mile and drawing them into the formal financial system. For aspirants, the useful link is that the two insurance schemes and the pension scheme in the list are the three Jan Suraksha schemes, while PMJDY is the basic savings account scheme that underpins them.
