Defence Accounts Department Marks 279th Annual Day

Why in News

On 1 October 2026 Raksha Mantri Rajnath Singh launched three major digital and financial management initiatives at the 279th Annual Day of the Defence Accounts Department at DRDO Bhawan, New Delhi.

Raksha Mantri Rajnath Singh launched a set of digital and financial management initiatives of the Defence Accounts Department (DAD) at its 279th Annual Day, held at DRDO Bhawan in New Delhi. He described the department, which has served for close to three centuries, as the backbone of the country’s defence preparedness.

The three initiatives unveiled

  • SAKSHAM integrated with IAFIS: the department’s bill audit and payment system now exchanges budget, sanction and bill information digitally with the Indian Army Financial Information System, allowing paperless processing and real-time visibility of bill status and budget balances
  • Treasury Single Account (TSA): inaugurated for just-in-time release of funds to autonomous bodies, it runs on the Payment Routing and Integrated System Management (PRISM) platform and is fully integrated with RBI eKUBER
  • Revamped National Compilation System (NCS): the single source for accounting and compilation of all defence expenditure, rebuilt on a new technical architecture for granular reporting to the Ministry of Finance, the Ministry of Defence, Service Headquarters and field controllers

What the Raksha Mantri said

Rajnath Singh asked for greater integration of the financial systems of the Army, Navy and Air Force and set the goal of maximum digitisation, maximum automation and maximum transparency, with management information system data updated in real time. He urged the department to move from an Annual Review of Balances to an Any Time Review of Balances. Noting the near 100 per cent expenditure in FY 2025-26, he credited the joint work of the department and the three Services. He suggested automating grievance redressal through a conversational artificial intelligence system spanning chat, SMS, WhatsApp, email and phone calls, and pressed for early implementation of SAMPURNA, a fully automated revenue procurement system built on data analytics, artificial intelligence and machine learning.

SAMAR-SETU is the centralised application that manages pay and allowances of Agniveers of the Indian Army; run from the Central Agniveer Pay and Accounts Office, it handles the pay accounts of more than 2.3 lakh Agniveers through automated processes.

Who was present

Controller General of Defence Accounts Alka Nangia Arora spoke on the department’s work in centralising and digitising internal audit, payment and accounting, financial advice and defence pensions. Exam Point of View

Carry away the edition (279th Annual Day), the venue (DRDO Bhawan, New Delhi), the three initiatives and what each does, the fact that the Treasury Single Account works through PRISM and RBI eKUBER, and that SAMAR-SETU handles the pay of more than 2.3 lakh Agniveers from the Central Agniveer Pay and Accounts Office. The three publications and the CGDA’s name are the other likely questions.

Practice Questions

Q1.DefenceMedium

Which Annual Day of the Defence Accounts Department did Raksha Mantri Rajnath Singh address at DRDO Bhawan?

  1. A.259th
  2. B.269th
  3. C.279th
  4. D.289th
Show answer

Correct answer: C. 279th

Explanation

The correct answer is the 279th Annual Day. The Raksha Mantri launched the department’s publications and digital initiatives at this celebration held at DRDO Bhawan in New Delhi, and he congratulated the department on nearly three centuries of service to the nation, which fits an edition in the high two hundreds. Options A, B and D are near neighbours offered because an edition number is easy to misremember by a decade; none of them is the figure for this year. A useful cross-check for an aspirant is the phrase about three centuries of service, which rules out any edition in the low two hundreds. Also note the venue, DRDO Bhawan, which is sometimes swapped with South Block or Sena Bhawan in a question. So C is correct.

Q2.DefenceMedium

The Treasury Single Account system launched in the Ministry of Defence is integrated with which platform of the Reserve Bank of India?

  1. A.eKUBER
  2. B.NEFT
  3. C.SPARSH
  4. D.PRISM
Show answer

Correct answer: A. eKUBER

Explanation

The correct answer is eKUBER. The Treasury Single Account system, inaugurated for just-in-time release of funds to autonomous bodies under the Ministry of Defence, is fully integrated with RBI eKUBER. Option D is the trap: PRISM, which stands for Payment Routing and Integrated System Management, is the platform through which the Treasury Single Account itself is operationalised, and it belongs to the defence payments side rather than to the central bank. Option C is wrong because SPARSH is the System for Pension Administration (Raksha), on which a film was screened at the same event. Option B is wrong because a retail funds transfer system is not what a treasury account integrates with here. Keep eKUBER on the Reserve Bank side and PRISM on the Ministry side, and the question answers itself.

Q3.DefenceMedium

SAMAR-SETU is a centralised application meant for which purpose?

  1. A.Compiling all defence expenditure in India
  2. B.Managing pay and allowances of Agniveers of the Indian Army
  3. C.Auditing bills of the Indian Air Force
  4. D.Administering defence pensions
Show answer

Correct answer: B. Managing pay and allowances of Agniveers of the Indian Army

Explanation

The correct answer is managing pay and allowances of Agniveers of the Indian Army. SAMAR-SETU runs from the Central Agniveer Pay and Accounts Office and handles the pay accounts of more than 2.3 lakh Agniveers through fully automated processes, which is why work on it figured in the Raksha Mantri Awards for Excellence 2026. Option A describes the National Compilation System, the single source for accounting and compilation of all defence expenditure, which was relaunched in a revamped form at the same event. Option C points to SAKSHAM, the bill audit and payment system now integrated with the Indian Army Financial Information System. Option D describes SPARSH, the System for Pension Administration (Raksha). Separating these four names is exactly what an examiner wants to test, so B is right.
