Why in News

On 25 October 2026 the Lok Sabha Secretariat announced that the Parliament of India will host the 12th BRICS Parliamentary Forum on 26 and 27 October 2026, and that Speaker Om Birla had met the Russian delegation led by State Duma Chairman Vyacheslav Volodin ahead of it.

The Parliament of India will host the 12th BRICS Parliamentary Forum at the Parliament House Complex in New Delhi, with the opening on 26 October 2026 and the close on 27 October 2026. The overarching theme chosen for the two-day meeting is Strengthening Parliaments for People-Centric Development.

How the forum is organised

Discussion will be carried through four high-level sessions, built around Resilience, Innovation, Cooperation and Sustainability, with consensus as the working method. Alongside them, the chairpersons of the international affairs committees of the parliaments of BRICS member and partner countries will hold a special meeting on parliamentary diplomacy, capacity building and the exchange of best practices. Parallel meetings, bilateral exchanges and a cultural programme are also on the schedule, and the Vice-President of India will host a banquet for the visiting guests. Prime Minister Narendra Modi will attend the event and meet the leaders of the delegations.

Speaker's talks with the Russian delegation

Ahead of the forum, Lok Sabha Speaker Om Birla held a bilateral meeting with the parliamentary delegation from Russia, led by Vyacheslav Volodin, Chairman of the State Duma of the Federal Assembly of the Russian Federation. Both sides spoke of closer coordination at global fora and of joint work against terrorism. Birla thanked Russia for standing with India on terrorism and said the world must act with one resolve on the question. He noted that the two countries will complete 80 years of diplomatic relations in 2027, and described the Special and Privileged Strategic Partnership as having grown stronger under Prime Minister Modi and President Vladimir Putin. He asked for steady institutional contact through regular meetings of the India-Russia Inter-Parliamentary Commission and for more exchanges of young and women parliamentarians, and pointed to room for wider cooperation in nuclear energy and industry. Volodin sought joint business ventures, the removal of barriers to bilateral trade and investment, and regular exchanges between the two legislatures.

India's BRICS presidency

India holds the BRICS presidency in 2026, and Birla said a people-centric approach would guide it, seeking Russia's active part in bringing BRICS parliaments closer. He called for collective work on climate change and terrorism, for international institutions that respond to changed circumstances, and for reform of the United Nations Security Council, thanking Russia for its continued support to India's claim to permanent membership. Later the same day the Speaker met parliamentary delegations from Cuba, Egypt and Belarus.
