Why in News

On 15 October 2026 the Press Information Bureau announced that the Digital India BHASHINI Division and the Government of Manipur had signed a Memorandum of Understanding on multilingual AI and language technology at the BHASHINI Rajyam Workshop in Imphal.

The Digital India BHASHINI Division (DIBD), which functions under the Digital India Corporation in the Ministry of Electronics and Information Technology (MeitY), has joined hands with Manipur to carry language technology into the state's everyday governance. A Memorandum of Understanding was signed at the BHASHINI Rajyam Workshop, Manipur Chapter, which the division organised with the state's Department of Information Technology at Imphal on 14 October 2026. The Press Information Bureau put out the announcement on 15 October 2026.

Who signed it

Shri Amitabh Nag, Chief Executive Officer of the division, signed for DIBD, and Shri Somorjit Salam, IAS, Secretary for Information Technology, signed for the state. Manipur Chief Minister Shri Yumnam Khemchand Singh graced the programme and told the gathering that the state's linguistic variety is a valuable strength, and that artificial intelligence opens a way to bring more of Manipur's languages into the digital space.

What the agreement promises

The two sides have agreed to work more closely on language technology, to build better language resources and to look for ways of running multilingual digital services across Manipur. As the next step they will pick the use cases that matter most, work out what language data each one needs, and study how the division's tools can sit inside existing government platforms. Language experts and local communities are to help develop and test the solutions.

Languages and the live demonstration

A demonstration at the workshop translated English into Manipuri in real time. The state's languages named at the session included Manipuri, Tangkhul, Thadou, Paite, Hmar and Liangmai. Other sessions looked at where multilingual AI can help in education, health care, legal services and grievance redressal. Developers and students worked on an interactive platform called BHASHINI Shilpi, while the BHASHINI Mitra initiative was offered to institutions and language communities that wish to contribute language data.

The scale of the platform

BHASHINI is India's Language-First Digital Public Infrastructure, and it brings language datasets, AI models and APIs together in one place. It runs on more than 800 government websites, has served over 9 billion AI inferences since it began, and handles upwards of 24 million inferences every day. Text is supported in 36 Indian languages, voice in 23 Indian languages, and 35 foreign languages are covered as well.
