DDU-GKY 2.0 Captive Employer CXO Meet Held in Jaipur
A Captive Employer CXO Meet on DDU-GKY 2.0 was held in Jaipur on 15 October 2026, where it was stated that 18.49 lakh rural youth have been trained.

Why in News
On 15 October 2026 the Ministry of Rural Development, together with the Rajasthan Skill and Livelihoods Development Corporation, held a Captive Employer CXO Meet on DDU-GKY 2.0 at the Rajasthan International Centre in Jaipur, to pull more industry partners into the Captive Employment window of the scheme.
The Ministry of Rural Development brought industry leaders together in Jaipur on 15 October 2026 for a Captive Employer CXO Meet built around Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 2.0. The meeting was hosted along with the Rajasthan Skill and Livelihoods Development Corporation (RSLDC) at the Rajasthan International Centre in the state capital.
Who took part
More than 50 employers attended, along with office-bearers of industry associations and of Sector Skill Councils. Chief executives and managing directors of the State Rural Livelihood Missions and the State Skill Development Missions of various states and union territories were present, as were senior officers of the central and state governments. The purpose was to widen the part played by companies in the Captive Employment window of the scheme and to tie training closely to the kind of workers that industry actually needs.
What the scheme has achieved
Those present were told that 18.49 lakh young people from rural areas have been trained so far under the scheme, and 12.44 lakh of them have been placed in jobs. The training package mixes trade-specific skills with behavioural skills and language ability, so that a candidate becomes employable and is able to hold on to the job. Agencies running projects must deliver a placement or an acceptable self-employment outcome for at least 70 per cent of the candidates they train.
The Captive Employment route
In Captive Employment a company itself trains rural candidates and absorbs them into its own workforce. The Ministry has set aside 20 per cent of the targets of DDU-GKY 2.0 for such employers, and a national target of 1.83 lakh candidates has been fixed for this window alone. A company that wishes to join has to answer the Expressions of Interest put out by the state implementing agencies.
How the money is released
A Project Implementing Agency, and that includes an eligible captive employer, is paid in four instalments in the ratio of 30:20:20:30, with every instalment tied to a milestone settled in advance. The last instalment is released only once the placement and verification conditions are satisfied, among them the compulsory spell of six months in employment.
The sessions and the speakers
An open session let companies and state officials talk about manpower demand, the hurdles met while carrying out projects and the areas in which they could work together. The welcome address was given by Rishav Mandal, Managing Director of RSLDC. The inaugural session was addressed by Pawan Kumar, Director of the Rural Skills Division, and Jayasree M.G., Joint Secretary (Rural Skills), both of the Ministry of Rural Development.
