Special Gram Sabhas to Launch People's Plan Campaign 2026-27
Special Gram Sabhas across India will meet on 2 October 2026 to launch the People's Plan Campaign 2026-27, Sabki Yojana Sabka Vikas, for village plans.

Why in News
The Ministry of Panchayati Raj announced that Special Gram Sabhas will meet across India on 2 October 2026 to launch the People's Plan Campaign 2026-27, Sabki Yojana Sabka Vikas, for preparing village development plans.
Villages across the country will hold Special Gram Sabhas on 2 October 2026. The meetings will take up governance reforms that strengthen Panchayats, improve public services and lift the quality of rural life, and they will also mark the launch of the People's Plan Campaign (PPC) 2026-27, which carries the title Sabki Yojana, Sabka Vikas.
What the campaign asks Panchayats to do
Under the campaign, each Gram Panchayat will prepare its Gram Panchayat Development Plan (GPDP) for the financial year 2027-28, using planning that is participatory and based on evidence. Villagers and local representatives will sit together to review how central schemes are working on the ground, name the gaps they see and settle the priorities for their own village.
A whole-of-government exercise
The Ministry of Panchayati Raj is steering the discussions with other ministries and departments. The schemes placed before the Gram Sabhas include the following.
| Department | Schemes placed before the Gram Sabha |
|---|---|
| Panchayati Raj | Finance Commission grants, Rashtriya Gram Swaraj Abhiyan, eGramSwaraj, AuditOnline, SVAMITVA, Panchayat Advancement Index |
| Rural Development | VB-G RAM G, with a statutory guarantee of 125 days of wage employment, and the Viksit Gram Panchayat Plan |
| Drinking Water and Sanitation | Jal Jeevan Mission and Swachh Bharat Mission (Grameen) |

| Food and Public Distribution | One Nation One Ration Card, Pradhan Mantri Garib Kalyan Anna Yojana |
| Consumer Affairs | National Consumer Helpline and e-Jagriti |
| Land Resources | Digital India Land Records Modernization Programme |
How far the campaign has reached
- The People's Plan Campaign has run in States and Union Territories since 2018
- More than 2.55 lakh Gram Panchayats prepare their plans and upload them on eGramSwaraj
- The Panchayat Advancement Index lets a Panchayat see its own achievements and gaps, which becomes the basis for the Gram Sabha to take a Sankalp for the year ahead
Other subjects on the agenda
The Sabhas will also spread awareness of the three new criminal laws, the Bharatiya Nyaya Sanhita, the Bharatiya Nagarik Suraksha Sanhita and the Bharatiya Sakshya Adhiniyam, along with digital transformation, the strengthening of cooperatives, and work for the protection and dignity of women and children through Bal Vivah Mukt Bharat and the Nasha Mukt Bharat Abhiyan. As Swachhata Hi Seva 2026 closes, the Solid Waste Management Rules, 2026 will be discussed as well.

Exam Point of View
Remember the date (2 October 2026), the ministry (Panchayati Raj), the campaign name and year (People's Plan Campaign 2026-27, Sabki Yojana Sabka Vikas), the plan prepared (Gram Panchayat Development Plan for 2027-28), the portal (eGramSwaraj), the number of Panchayats (more than 2.55 lakh), the year the campaign began (2018), the 125-day wage guarantee under VB-G RAM G and the Panchayat Advancement Index.
Practice Questions
What is the title of the People's Plan Campaign launched in the Special Gram Sabhas?
- A.Sabka Saath, Sabka Vikas
- B.Sabki Yojana, Sabka Vikas
- C.Mera Gaon, Meri Yojana
- D.Gram Swaraj, Gram Vikas
Show answer
Correct answer: B. Sabki Yojana, Sabka Vikas
Explanation
The correct answer is Sabki Yojana, Sabka Vikas. That is the title under which the People's Plan Campaign for the year is launched when Special Gram Sabhas assemble on the second of October, and under it every Gram Panchayat draws up its development plan for the next financial year through participatory, evidence-based planning. Option A is wrong; it echoes a well known government slogan about development with everyone's support, which is exactly why it misleads, but it is not the name of this campaign. Option C is wrong because no such title has been given to the campaign, although it sounds like the kind of name a village planning drive might carry. Option D is wrong because Gram Swaraj belongs to the name of a different programme for building Panchayat capacity, the Rashtriya Gram Swaraj Abhiyan, which is one of the schemes discussed in the Sabhas rather than the campaign itself.
For which financial year will Gram Panchayats prepare their development plans under this campaign?
- A.2025-26
- B.2026-27
- C.2027-28
- D.2028-29
Show answer
Correct answer: C. 2027-28
Explanation
The correct answer is 2027-28. The campaign itself is named for the current round, but the plan a Gram Panchayat prepares in it is for the financial year that follows, which is how village planning is meant to work: the Sabha decides priorities well before the money for that year is allocated. Option B is wrong for exactly this reason and is the commonest trap, because the campaign is called the People's Plan Campaign for the current year and a hurried candidate matches the two. Option A is wrong because that year belongs to the earlier round of the campaign and is already behind. Option D is wrong because planning does not jump two years ahead in this exercise. The plan prepared is called the Gram Panchayat Development Plan, and more than two and a half lakh Panchayats upload theirs on the eGramSwaraj portal.
How many days of wage employment are guaranteed by statute under VB-G RAM G, one of the schemes placed before the Gram Sabhas?
- A.100 days
- B.125 days
- C.150 days
- D.180 days
Show answer
Correct answer: B. 125 days
Explanation
The correct answer is 125 days. The Viksit Bharat guarantee for employment and livelihood in rural areas, placed before the Special Gram Sabhas by the Department of Rural Development, carries a statutory guarantee of that many days of wage employment, and it is discussed along with the Viksit Gram Panchayat Plan for locally decided works and livelihoods. Option A is wrong, and it is the strongest distractor, because a hundred days is the figure most aspirants associate with rural wage employment from earlier reading. Options C and D name larger numbers that no such guarantee provides; they are plausible only because states sometimes add extra days of work in drought-hit or scheduled areas, which is an administrative addition rather than the statutory guarantee being asked about here. For the examination, fix the statutory figure of one hundred and twenty-five days.
