TRAI Drive Tests Rate Mobile Quality in Kolkata, Andaman

Why in News

On 15 October 2026 the Telecom Regulatory Authority of India published the findings of Independent Drive Tests conducted in the Kolkata Licensed Service Area in July 2026 and in South Andaman district under the West Bengal LSA in August 2026, comparing the voice and data quality of all operators.

The Telecom Regulatory Authority of India (TRAI) published the findings of two Independent Drive Tests (IDT) on 15 October 2026. One was carried out in parts of Kolkata city and the Howrah and Hooghly districts under the Kolkata Licensed Service Area (LSA) in July 2026, the other across South Andaman district with a coastal run from Port Blair to Havelock in the Andaman and Nicobar Islands, which falls under the West Bengal LSA, in August 2026. Both were supervised by TRAI's Regional Office at Kolkata, and the reports have been shared with the telecom service providers for action.

How a drive test works

Live voice and data sessions are set up on SIM cards of every operator over 2G, 3G, 4G and 5G networks, using several advanced test handsets, and the sessions are watched and analysed in real time. The parameters measured are coverage gap, Call Setup Success Rate, Drop Call Rate, call setup time, call silence rate, speech quality on the MOS scale, and for data the download and upload throughput, latency, jitter and packet drop rate.

What was covered

Kolkata LSACity drive 309.7 km, 10 hotspots, walk test 2.8 km, 13 to 16 July 2026
West Bengal LSA (Andaman)City drive 259.8 km, 10 hotspots, walk test 1.1 km, coastal 52.8 km, 17 to 21 August 2026

The speeds recorded

In the Kolkata area the average download speed was 297.95 Mbps for RJIL and 255.13 Mbps for Airtel, both on 5G and 4G, against 49.06 Mbps for VIL and 7.98 Mbps for BSNL. Uploads averaged 45.64 Mbps for Airtel, 38.63 Mbps for RJIL, 12.31 Mbps for VIL and 4.35 Mbps for BSNL. In the Andaman test the download average was 77.61 Mbps for RJIL, 67.06 Mbps for Airtel, 26.54 Mbps for VIL and 7.18 Mbps for BSNL, with uploads of 20.28 Mbps, 18.01 Mbps, 10.84 Mbps and 6.13 Mbps respectively.

Calls and coverage

On the Kolkata route RJIL lost no call out of 468 established, Airtel dropped one of 466, VIL two of 462 and BSNL fifteen of 483. Coverage gaps were widest for BSNL there. In the islands the dropped calls were 5 of 266 for Airtel, 9 of 285 for RJIL, 8 of 262 for VIL and 38 of 268 for BSNL, and poor signal samples were far more frequent than in Kolkata. Hotspot locations in the islands included the Cellular Jail, Havelock Jetty and the Port Blair campus of Pondicherry University. Detailed reports are placed on the TRAI website.

Exam Point of View

Remember that TRAI conducts Independent Drive Tests to verify mobile service quality, that the Andaman and Nicobar Islands fall under the West Bengal LSA, that the Kolkata drive covered 309.7 km and the Andaman drive 259.8 km with a coastal stretch of 52.8 km, that RJIL recorded the best download average in both at 297.95 Mbps and 77.61 Mbps, and the parameters measured: coverage gap, CSSR, DCR, call silence, MOS and data throughput.

Practice Questions

Q1.Reports & IndicesMedium

Under which Licensed Service Area was the TRAI drive test in the Andaman and Nicobar Islands conducted?

  1. A.Tamil Nadu LSA
  2. B.West Bengal LSA
  3. C.Kolkata LSA
  4. D.Andhra Pradesh LSA
Show answer
Correct answer: B. West Bengal LSA

For telecom licensing the Andaman and Nicobar Islands are grouped with West Bengal, and the drive test across South Andaman district and the coastal route from Port Blair to Havelock was conducted under that service area during August 2026, supervised by the regulator regional office at Kolkata.

Q3.Reports & IndicesEasy

Which of these is NOT a parameter captured during a TRAI Independent Drive Test?

  1. A.Call Setup Success Rate
  2. B.Drop Call Rate
  3. C.Spectrum auction price
  4. D.Download and upload throughput
Show answer
Correct answer: C. Spectrum auction price

During an Independent Drive Test the regulator captures coverage gap, which is the share of samples with signal strength below the prescribed minimum for the technology in use, and for voice it records Call Setup Success Rate, Drop Call Rate, call setup time, call silence rate and speech quality on…

Frequently Asked Questions

What is an Independent Drive Test conducted by TRAI?

It is a field exercise in which live voice and data sessions are run on every operator SIM over 2G, 3G, 4G and 5G networks to verify real-time quality of service, and the findings are published for consumers.

Under which licensed service area do the Andaman and Nicobar Islands fall?

The West Bengal LSA. The drive test there covered South Andaman district and a coastal route from Port Blair to Havelock during August 2026, supervised by the TRAI Regional Office at Kolkata.

Which operator recorded the highest average download speed?

RJIL, with 297.95 Mbps in the Kolkata area and 77.61 Mbps in the Andaman test. Airtel was second in both, at 255.13 Mbps and 67.06 Mbps respectively.

Which quality of service parameters are measured in these tests?

Coverage gap, Call Setup Success Rate, Drop Call Rate, call setup time, call silence rate and speech quality for voice, and download and upload throughput, latency, jitter and packet drop rate for data.
