Swachhata Hi Seva 2026: 10th Edition Ends on 2 October

The Department of Consumer Affairs said on 28 September 2026 that it and its attached, subordinate and autonomous bodies are taking part in Swachhata Hi Seva (SHS) 2026 and in Special Campaign 6. This is the 10th edition of Swachhata Hi Seva. It runs from 17 September to 2 October 2026 and has been launched jointly by the Ministry of Housing and Urban Affairs (MoHUA) and the Department of Drinking Water and Sanitation (DDWS).

Theme and approach

The theme of the edition is “Swachhata Mein Sahbhag; Swachh Bharat, Viksit Bharat”. The campaign follows a Whole of Government and a Whole of Society approach, which is why ministries, departments and citizens are being drawn in together rather than separately.

The five pillars

• Transformation of Cleanliness Target Units (CTUs) — clearing the difficult, dark and neglected spots
• Swachh Paathshala — Yuva for Swachhata — students and youth join through Swachhata Gyan Yatra visits to solid waste plants and Swachhata Evam Jal Sanchay Samvad on rainwater harvesting and water management
• SafaiMitra Suraksha Evam Samman Shivirs — single-window camps offering health check-ups, protective gear and links to central and state welfare schemes, where SafaiMitras and Swachhagrahis are also honoured
• Jan Bhagidari for Swachhata — awareness on the Solid Waste Management Rules, 2026 and on four-way segregation at source, with composting, an RRR Recyclers' Meet, Sports for Swachhata, Swachh Parv, Harit Parv and Ek Ped Maa Ke Naam
• Swachhata se Samriddhi — the circular economy, with Waste-to-Wealth and Waste-to-Art work

Special Campaign 6

Running alongside is Special Campaign 6, organised by the Department of Administrative Reforms and Public Grievances (DARPG) to make cleanliness a habit in government offices and to cut down pending files. It is observed from 2 October to 31 October 2026 in two phases; the preparatory phase began on 15 September 2026 and the implementation phase covers October. Under it the Department of Consumer Affairs is tracing pending references from Members of Parliament, state governments, other ministries and the Prime Minister's Office, reviewing public grievances and appeals, disposing of scrap and redundant material, and clearing e-waste as the environment ministry's guidelines require.

Who is taking part

Along with the department itself, the Bureau of Indian Standards (BIS), the National Test House (NTH), the NCCF, the National Consumer Disputes Redressal Commission (NCDRC) and every Regional Reference Standards Laboratory are in the campaign. A review meeting was held on 8 September 2026 under the chairpersonship of the Advisor (Cost) to judge how ready the offices were, and nodal officers of the attached and autonomous offices attended it. A Swachhata Oath has been administered in the offices and staff will do Shramdaan.

Swachhata Hi Seva 2026 will close on 2 October 2026, observed as Swachh Bharat Diwas, with Shramdaan across the country in memory of Mahatma Gandhi.
