Why in News

On 17 October 2026 the Ministry of Home Affairs announced that the High Powered Enquiry Committee set up by the Supreme Court on the July 2026 Jantar Mantar violence had launched a portal for complaints, with protection for vulnerable witnesses.

The High Powered Enquiry Committee (HPEC), constituted by the Supreme Court of India to look into every aspect of the violence at Jantar Mantar in Delhi and at places outside Delhi during July 2026, has launched a portal for the people affected by those incidents. The portal is reachable at hpec.nic.in and is meant to spare complainants, including police personnel caught up in the events, the trouble of travelling to file their statements.

What the Committee will examine

The Committee has been asked to take up every issue listed in paragraphs 12 and 13 of the Supreme Court order of 18 August 2026, along with paragraph 5(i) of its later order of 10 September 2026. Within that mandate, four matters are to be taken up first:

  • The use of pellet guns during the incidents.
  • Targeted violence against particular groups or individuals.
  • Harassment of women protestors.
  • Excessive violence and destruction of property on either side.

How the portal protects witnesses

The portal has been built so that vulnerable witnesses get due protection. Anyone who wishes it can have their identity kept confidential and undisclosed, which the Committee expects will encourage people who would otherwise stay silent. Affected persons and other stakeholders have been asked to upload their complaints and representations in the formats laid down on the site. Beyond complaints, any person wanting to offer information or a suggestion on the questions referred to the Committee under the two Supreme Court orders may also route it through the same portal.

Filing in person or by post

Those who would rather submit papers physically can hand over complaints, representations and supporting material at the Committee office at Shiksha Sadan, 17, Rouse Avenue Institutional Area, New Delhi. The counter is open between 1400 hours and 1600 hours on all working days. Submissions can equally be sent by post to the same address, or by email to the address the Committee has notified. The announcement came from the Ministry of Home Affairs.

For aspirants, the case is a clean illustration of how the Supreme Court uses a committee of its own choosing to establish facts in a contested episode of public disorder, and of how such a body now reaches the public through a dedicated web portal rather than through notices alone.
