Why in News

The 8th All India Conference of Government Railway Police Chiefs, convened by the Railway Protection Force, concluded in New Delhi on 23 October 2026 with a focus on intelligence-led policing and stronger coordination among the RPF, the GRP and the state police.

The 8th All India Conference of Government Railway Police (GRP) Chiefs, convened by the Railway Protection Force (RPF), concluded in New Delhi on 23 October 2026. The conference was a platform for discussing new security challenges on the railways, sharing good practice and tightening coordination between the RPF, the GRP and the state police forces.

Who attended

The conference was presided over by Ms Sonali Mishra, Director General of the RPF. Shri Satish Kumar, Chairman and Chief Executive Officer of the Railway Board, members of the Railway Board and GRP chiefs from the states and Union Territories took part. In his address the Chairman and CEO stressed coordinated effort, the use of technology and innovation, courteous and professional policing and the building of passenger confidence. The Director General closed the conference by pressing for intelligence-led policing as the route to stronger railway security.

GRP joins RailMadad

A notable outcome was the onboarding of GRP personnel onto the RailMadad platform by the Centre for Railway Information Systems (CRIS). The purpose is better redressal of passenger grievances, information shared in time and closer monitoring of complaints.

Initiatives placed before the conference

  • Pink Patrol: Eyes in the Sky, SHAKTI on the Ground, from South Central Railway, a women-led model that joins drone surveillance to rapid-response teams under the SHAKTI framework.
  • Project DISHA (Dedicated Initiative for Safety, Harmony and Awareness), from the Pune Division of Central Railway, which reaches children living beside railway tracks through educational and recreational activity, working with NGOs, National Service Scheme volunteers and local communities to discourage stone-pelting, theft and trespassing.
  • Crowd management for Diwali, Chhath and other festivals. The Delhi Division of Northern Railway described its work with the Delhi Police, the GRP and the Delhi Metro authorities, backed by CCTV, public announcements, barricading, designated holding areas and dedicated control rooms.

Stone-pelting and other challenges

Stone-pelting on trains was flagged as a continuing problem, to be met with hotspot-based patrolling, stronger surveillance, strict action against offenders, outreach to young people and closer RPF-GRP coordination; community awareness was recognised as a deterrent in itself. The conference also took up joint RPF-GRP training, prevention of sabotage, prompt sharing of information on narcotics detection, the handling of digital evidence, standardised procedures and stronger investigative capacity.
