Vice-President C. P. Radhakrishnan inaugurated the conference at Vigyan Bhawan, New Delhi, on 22 October 2026, and in his address he asked States to clear outdated laws from their statute books and described legal reform as a condition for Viksit Bharat @2047.

He is Secretary of the Department of Agricultural Research and Education and Director General of the Indian Council of Agricultural Research, and he addressed the roundtable virtually, speaking in his capacity as President of the National Academy of Agricultural Sciences, India.

The Fisheries Investors and Exporters Conclave 2026 is being organised on 23 October 2026 at Bhopal, the capital of Madhya Pradesh, by the state's Department of Fisheries together with the Department of Fisheries under the Union Ministry of Fisheries, Animal Husbandry and Dairying.

PM-DAKSH was a Central Sector Scheme of that ministry, and its Department of Social Justice and Empowerment ran it through three corporations, NSFDC, NBCFDC and NSKFDC, which reimbursed training costs to the institutes.

The fifth edition of the programme, to be held from 28 November to 12 December 2026, is designed around that classical Tamil text and aims to bring its ethical and moral wisdom closer to students and young learners through classroom engagement, multilingual resources and public outreach.

The Union Cabinet, chaired by the Prime Minister, approved this outlay on 14 October 2026 when it cleared the continuation of the National Social Assistance Programme for five years and renamed it the Pradhan Mantri Samajik Sahayata Yojana.

Each of the seven groups will carry roughly 200 participants from Tamil Nadu, and every group follows an eight-day itinerary made up of four days of travel and four days of visits and structured programmes in Varanasi, Prayagraj and Ayodhya.

Referring to efforts to widen international institutional partnerships, Dr Jat pointed to the signing of a Memorandum of Understanding with CAST, which is expected to open new avenues of cooperation in agricultural research, capacity development and knowledge exchange.

Madhya Pradesh has been notified in that category by the Centre, and the tag fits a state whose fisheries rest on large standing water bodies rather than on the sea.

After a course finished, the training institute had to provide wage employment or self-employment to at least that share of the candidates it had trained.

The itinerary for each group covers these three cities with cultural, academic, domain-specific and spiritual engagements spread over four programme days, after four days of travel.

The programme, launched on 15 August 1995 and now renamed the Pradhan Mantri Samajik Sahayata Yojana, gives effect to Article 41, which directs the State to provide public assistance in cases of unemployment, old age, sickness and disablement.

This is a state policy, and its purpose is to ease investment across the parts of the fisheries value chain: hatcheries, fish seed and feed, reservoir and cage fisheries, aquatic animal health, processing, cold-chain infrastructure, logistics, value addition and market development.

PM-DAKSH was an additionality to PMKVY, and every job role used for skill training under it was taken from the Skill India Digital Hub portal, where PMKVY job roles are also listed.
